On the imposition of restrictive measures (quarantine) to prevent the spread of coronavirus infection caused by a new type of virus (2019-nCoV)

Tiraspol, March 13. /Novosti Pridnestrovya/. Today, the Government of Pridnestrovie issued an Order of the Prime Minister Alexander Martynov “On the imposition of restrictive measures (quarantine) to prevent the spread of coronavirus infection caused by a new type of virus (2019-nCoV).”

In accordance with the Article 72 of the Pridnestrovian Moldavian Republic Constitution, the Constitutional Law of Pridnestrovie of November 30, 2011 No. 224-KZ-V “On the Government of the Pridnestrovian Moldavian Republic” (SAZ 11-48) as amended, article 31 of the Law of the Transnistrian Moldavian Republic of June 3, 2008 No. 481-З-IV “On the sanitary and epidemiological welfare of the population” (SAL 08-22) as now or hereafter in effect, due to the threat of the spread of coronavirus infection caused by a new type of virus 2019-nCoV in the PMR:

1. Impose restrictive measures (quarantine) to prevent the spread of coronavirus infection caused by a new type of virus (2019-nCoV) in the territory of the Pridnestrovian Moldavian Republic,

from March 13, 2020 until further notice.

2. To the heads of the executive bodies of state authority of the Pridnestrovian Moldavian Republic in their jurisdiction

and within the limits of their mandate:

a) prohibit all public gatherings (cultural, sports, entertainment and others) associated with a large concentrations of people in the Pridnestrovian Moldavian Republic;

b) organize activities to ensure an enhanced disinfection regime in accordance with the current legislation of the Pridnestrovian Moldavian Republic along with legal entities and individual entrepreneurs operating in the field of public catering and food trade;

c) oblige all heads of organizations, regardless of ownership form, to strengthen the disinfection regime in accordance

with the current legislation of the Pridnestrovian Moldavian Republic;

d) from March 16, 2020 suspend the educational process, additional classes in organizations of general, additional, secondary vocational and higher professional education, regardless of the legal form or form of ownership, with full pay to workers of these organizations in the manner determined by the Ministry of Social Protection and Labor of the Pridnestrovian Moldavian Republic until further notice. The educational process should not be suspended in pre-school education organizations with strict adherence by medical personnel to the procedures for checking children with the morning filter in order to prevent children with severe symptoms of colds from visiting pre-school education organizations. When symptoms are identified, ensure the isolation of sick children and send them to the appropriate health care institution, accompanied by parents or health workers;

e) provide isolation and constant medical monitoring for a period of 14 (fourteen) calendar days for the Pridnestrovian Moldavian Republic citizens arriving in the Pridnestrovian Moldavian Republic provided that they visited disadvantaged countries for a new coronavirus infection according to the list submitted daily by the Republican Center for Hygiene and Epidemiology state institution, during the last 14 (fourteen) days before arrival. In case of symptoms that do not exclude new coronavirus infection, hospitalize them in the infectious units at the place of residence;

f) oblige to carry out preventive measures in public transport of all forms of ownership using wet sweeping of salons with disinfectants before leaving the route, in the middle and at the end of the day, as well as regular airing of motor vehicles salons;

g) ensure that epidemiological fact sheets for passengers and tourists arriving in the territory of the Pridnestrovian Moldovan Republic is filled out at all checkpoints across the state border of the Pridnestrovian Moldavian Republic, provided that they visited disadvantaged countries for a new coronavirus infection according to the list submitted daily by the state institution Republican Center for Hygiene and epidemiology, during the last 14 (fourteen) days before arrival, and also ensure daily presentation of filled epidemiological fact sheets to the territorial centers of hygiene and epidemiology, upon arrival.

3. To the heads of State Administrations of cities and districts of the Pridnestrovian Moldavian Republic:

a) ensure that preventive measures are taken in public transport using wet sweeping of salons with disinfectants before leaving the route, in the middle and at the end of the day, as well as regular airing of motor vehicles salons;

b) oblige all heads of organizations, regardless of their form of ownership, to strengthen the disinfection regime, including in the housing stock (entrances, elevators).

4. The heads of medical institutions of Pridnestrovian Moldavian Republic shall ensure:

a) maintaining minimum level of medicines, disinfectants, personal protective equipment supply;

b) medical monitoring at home of people arriving from disadvantaged countries for a new coronavirus infection, according to the list submitted daily by the state institution Republican Center for Hygiene and Epidemiology for 14 (fourteen) calendar days;

c) a thorough collection of an epidemiological history by the medical staff when seeking medical help by persons with signs of a respiratory infection who arrived from areas where new cases of coronavirus infection have been reported;

d) in case of symptoms that do not exclude a new coronavirus infection, provide emergency information, immediate selection of biomaterial among those under medical supervision and referral to the state institution Republican Center for Hygiene and Epidemiology and territorial centers of hygiene and epidemiology;

e) immediate conduct of a regulated complex of epidemic control activities in case of suspected new coronavirus infection;

e) work of medical organizations with the provision of primary care for feverish patients with respiratory symptoms at home;

g) possibility of issuing medical disability certificate without visiting a medical organization to persons arriving from territories where new cases of coronavirus infection are registered, within 14 (fourteen) calendar days since their arrival.

5. The heads of medical institutions of the Pridnestrovian Moldavian Republic shall take measures:

a) to organize regular classes with medical workers on the diagnosis, treatment and prevention of a new coronavirus infection, including raising public awareness;

b) to intensify outreach to the public on the prevention of a new coronavirus infection, paying particular attention to the need for timely medical attention when the first symptoms of respiratory diseases appear.

6. The heads of the territorial centers of hygiene and epidemiology of the Pridnestrovian Moldavian Republic:

a) organize control:

1) over compliance with the disinfection regime at transport centers (railway and bus stations), in public transport and in communal areas (including shopping facilities, at venues for theatrical and entertainment, cultural, educational and entertainment activities);

2) over case ascertainment of people with suspected new coronavirus infection, their isolation and laboratory examination;

3) over organization and conduct of preventive and anti-epidemic measures to prevent the importation and spread of new coronavirus infection;

b) ensure:

1) monitoring of case ascertainment of the disease caused by a new coronavirus infection, their laboratory examination with the submission of daily information to the state institution Republican Center for Hygiene and Epidemiology in writing;

2) high-quality collection, proper conditions and timeliness of transporting biological material to the state institution Republican Center for Hygiene and Epidemiology for further transportation to the National Center for Public Health (Republic of Moldova, Chisinau) for in-depth molecular genetic and virological studies;

3) provision of practical and methodological assistance to medical institutions in the laboratory diagnosis of a new coronavirus infection.

7. The Ministry of Defense of the Pridnestrovian Moldavian Republic, the Ministry of State Security of the Pridnestrovian Moldavian Republic, the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic and the Ministry of Justice of the Pridnestrovian Moldavian Republic to restrict the dismissal of military personnel serving on military service from the location of a military unit, except where strictly necessary with statutory examination of symptoms of new coronavirus infection of military personnel returning from dismissal.

8. Limit meetings of persons who have arrived to visit convicts serving sentences in in detention facilities, as well as suspects and accused detained in pre-trial detention centers of the penitentiary system of the Ministry of Justice of the Pridnestrovian Moldavian Republic and temporary detention facilities of the Ministry of the Interior of the Pridnestrovian Moldavian Republic. Meetings are allowed in exceptional cases with statutory examination of symptoms of a new coronavirus infection in persons admitted to the dates. 

9. Recommend that citizens of the Pridnestrovian Moldavian Republic depart from the territory of the Pridnestrovian Moldavian Republic only in cases emergency and without fail to report the telephone line of Pridnestrovian Moldavian Republic Ministry of Internal Affairs of their departure from the territory of the Pridnestrovian Moldavian Republic by phone: 080022800. 

10. The control over the execution of this Order shall be entrusted to the Deputy Chairman of the Government of the Pridnestrovian Moldavian Republic - the Minister of Health of the Pridnestrovian Moldavian Republic and the Minister of the Interior of the Pridnestrovian Moldavian Republic.

11. The overall coordination of the implementation of all restrictive measures is reserved to myself.

12. This Order shall enter into force since the day of its signing.
