The inspection confirmed: officials do not require unnecessary documents from citizens

Government public monitoring was carried out in ministries, departments and state administrations throughout the Republic

Tiraspol, December 2./Novosti Pridnestrovya/. Representatives of the Government, the Public Chamber and the All-Pridnestrovian People's Forum during the month checked how the decision to prohibit the claim of certain information from citizens was implemented (34 entries in the list).

“One of the directions of the ongoing administrative reform is to reduce the number of documents requested from the citizens. A number of documents have been cancelled. There also operates a Public Services Portal. However, it is very important to understand how the mechanism works in practice”, the government press service quotes Prime Minister, Alexander Martynov.

According to the Deputy Head of the Government Staff for Interaction with State Authorities, Lia Piontkovskaya, 44 subjects were affected by the government-public monitoring. These are ministries, departments, their territorial subdivisions, state administrations and institutions under their control (civil registry offices, social assistance services, architectural departments).

“The most common information, which is prohibited to request, is an extract from the register of legal entities and individual entrepreneurs, as well as information about registration with the tax authority, about the state of payments to the budget, about the presence or absence of a criminal record and about the presence or absence of registration at the place of residence and place of stay of a citizen in the PMR. Now we have provided the opportunity to request these certificates as a part of the inter-agency document circulation”, Lia Piontkovskaya said.

The Government also plans to improve the interaction between various state authorities by expanding in January 2020 the list of ministries that can exchange information electronically without duplicating it on paper. Now, this is allowed only to the Apparatus of the Government, the Ministry of Economic Development and the Civil Service of Communication.

“We are thinking about giving the status of a special participant to 7 other ministries to provide information in electronic form. The inspection revealed this problem”, Lia Piontkovskaya said.

In addition, the internal system of data exchange (communication of the center with units in cities and districts) is not everywhere. As the Deputy Prime Minister Stanislav Kasap explained, the problem had already been underway to solve.

The public inspection confirmed the fact that officials comply with the new norms and do not require unnecessary documents from citizens.

The Commission also recommended the residents of the Republic to be informed more about what information cannot be requested and what opportunities are provided by the Public Services Portal. Alexander Martynov instructed to address this issue to the Civil Service for Mass Media.

In conclusion, the Prime Minister once again stated that the purpose of the efforts was to save the time of the Pridnestrovians when they need to get different information from ministries and departments.
