Insisting that it was unreasonable to be faithful to the outdated (costly and inefficient) road repair technologies, the President Vadim Krasnoselsky set the task for the executive authorities to study the experience of other states and analyze the possibility of using it, taking into account the raw material possibilities of Pridnestrovie. The conclusion of the specialists is unambiguous: in Pridnestrovian realities, asphalting of the roadway inside settlements is impractical; it should be replaced by concreting and laying paving slabs. Both directions allow the use of local resources, avoiding the influence of external factors and outflow of public funds. “The need to introduce new technologies in the road sector is long overdue. Bitumen is more expensive. It has become impractical to purchase it. We patched holes by investing huge amounts of money. The money goes from the Pridnestrovian budget, from our economy. We need to get away from this. Pridnestrovie is rich in natural resources. We have a developed production sector. It is necessary to fully use our own resources. Naturally, at first there will be irregularities and roughness - in the literal and figurative sense. We must begin”, said Vadim Krasnoselsky, opening the meeting at the Executive Office of the PMR President.
Ivan Untu, Deputy Minister of Economic Development, Head of the Department of Construction, Architecture and Road Management, spoke about the measures taken to clarify various technologies for laying concrete and paving slabs, on-site consultations with foreign specialists. The Heads of Tiraspol and Bendery presented their vision. Both managers agree that it is imperative to purchase a mobile laboratory - a car equipped with equipment for analyzing the condition of the coating intended for renovation, as well as the qualitative composition of the materials used and evaluating the result of the work performed. Modern skating rinks are also needed. Head of Bendery Roman Ivanchenko, in addition, considers it expedient to purchase a vehicle for delivering a milling cutter, which will remove and process for reuse 30-centimeter layer of unusable asphalt pavement.
If there are practically no questions on concreting of rural roads and areas connecting settlements, it is problematic to apply this technology to repair the roadbed in yard and other urban areas, it was noted during the meeting. The root of the problem is in utility systems, the networks are dense and winding. Every emergency repair case requires deconstruction of the road surface. It is easier to deconstruct problem areas if they are covered with tiles, experts say.
Having listened to all opinions, suggestions and arguments, the President considered the arguments reasonable. Following the meeting, the Government was instructed to review funding and allocate funds for the purchase of an on-site laboratory (one to two cities) and other requested equipment. Alexander Martynov informed the President on the fulfillment of the assignment related to the formation of five-year program for the nationwide renovation of equipment used by road-building departments. During 2020-2024, it is planned to allocate 110 million rubles for these purposes.
Vadim Krasnoselsky also instructed to pay special attention to the production of paving slabs. Considering the decisions made regarding its active use in the road repair industry, the volumes of products manufactured in this profile in Pridnestrovie should increase. Resource capabilities of the republic allow it. It is important to keep control over the quality of the tile produced: it should not be inferior to the imported one, the President emphasized. According to him, it is necessary as much as possible to load the municipal enterprises working in this sphere. To date, the enterprises operate in Tiraspol and Bendery.
