Tiraspol, February, 28. /Novosti Pridnestrovya/. The Head of the Public Administration of the Kamenka district and Kamenka city submitted to the President the report on results of the last year. The Head of the Administration of the President of the PMR and the Kamenka deputies also participated in the meeting, the Press Service of the President reports.
According to Vladimir Bychkov, work with citizens was actively conducted. In 2018 the Administration received 1,047 written addresses, 39 of the – collective. Citizens address to authorities much more often than residents of rural settlements. About 200 people visited personal meetings with the Head of the district. 73 meetings were held.
Serious work, according to the report, is carried out in 2018 on the processing of register data on the numbering of real estate objects. Budget documentation is made on 26 objects among which there are recreation centres, art school, educational institutions, the Wittgenstein Park.
As Vladimir Bychkov noded, by the number of inhabitants Kamenka district is the less populated (19,181 persons). In a year 174 children – equally boys and girls were born.
Positive changes are observed in the social and economic sphere. The total revenues of the district in 2018 were 68.8 million rubles, own – 34.3 million. A considerable share of receipts is the tax payments which exceeded both given last year and planned targets. Republican transfers and subsidies remain serious financial help. Regional expenses were planned for 71.7 million rubles, 67 million, two three which was directed to compensation to the state employees and vacation pay to teachers, Vladimir Bychkov told.
In the area 166 enterprises, 12 of the – newly created function. The plant «Kvint» became the largest taxpayer following the results of the 2018th. Four local unitary enterprises also worked in considerable plus, in comparison with 2017. The market, for example, increased profit by 12 times. Income of the Housing and Communal Services (3.8 million rubles) grew by 59%. According to the Head of the district, it is connected with the growth of completed work on construction and repair of buildings, collecting and export of municipal solid waste and also on rendering services in contents and repair of housing stock. At the expense of the got profit, the specialized equipment for cleaning of sidewalks and other equipment and the stock is acquired.
Positive dynamics is planned in the sphere of individual enterprise. The number of individual enterprises grows (+11% in comparison with 2017). Self-employed are 1,311 people. More than two hundred peasant farms are at the moment registered (552 patents to the citizens employed in country farms are granted). It is planned the creation of four tens more peasant farms, the Head of the district shared.
The important aspect of attracting citizens in the individual business of the agricultural direction, Vladimir Bychkov considers the allocation of peasant farm of additional lands.
In general, the area of agricultural holdings of the Kamenka district is nearly 24 thousand hectares. Generally, there are arable lands. 14 enterprises present the agrarian and industrial complex of the district. The main type of agricultural production is cultivation of grain, commercial, forage, fruit and vegetable crops. Practically in all directions last year the good indicator of productivity is recorded. The decline is noted in wine growing. But, according to Vladimir Bychkov, it is that sphere where the quality of products has much bigger value than its quantity. Branch of livestock production, the Head of the State Administration noted, it is developed in the area to a lesser extent. Indicators remained at the level of last year.
The cannery remains the largest Kamenka producer. 185 people are engaged there. Vladimir Bychkov told the President that the volume of the products made last year exceeds by 3.5 times, at the same time sales revenues decreased. Vadim Krasnoselsky noted that he focused the attention on the management on the importance of work of marketing services more than once. The President assigns to advertising an important part in commerce and industry activity.
«It is not enough to make quality products. It is necessary to be able to interest the consumer», – the Head of the state emphasized.
The Head of the district called indicators of activity of the road industry the best, at least for the last decade. A year road works were performed for the sum exceeding planned for 1.7 million rubles. Speaking about further work on a reduction inappropriate road condition, the President focused attention that concreting is repaid: such covering of a roadbed is economic and durable. At the same time, as Vadim Krasnoselsky noted, approach to the choice between asphalt, concrete and paving slabs has to be reasonable – based on functionality. Besides, the President drew the attention of the Kamenka Head to the expediency of the organization around own production of paving slabs.
The sanatorium Dniester also worked actively last year. It was visited by 8,373 persons (43% more, than in 2017 which was considered very successful too). Revenues of the enterprise were 30 million rubles. At the expense of profit there were put in order of 5 floors of the sleeping case, were bought conditioners, TVs and new furniture, the works on the organization of parking spaces are completed. The important perspective project is the construction of the polyclinic case. With its opening there will be an opportunity to free additional rooms in which medical offices are located today, Vladimir Bychkov told the President.
Target programs are one more significant direction in the work of Kamenka state administration. All of them, according to the Head, are fully executed. Separately Vladimir Bychkov stopped on results of implementation of the Capital Investments Program. Due to share means (only 12 million rubles), 9 objects of education are conditioned. 3.2 million are allocated to the public health industry.
Investment of capital in the expansion of the water supply system is significant for residents of Kamenka district villages. Vladimir Bychkov reported to the President about the existence of the saved means.
Vadim Krasnoselsky noted that a principled stand is saving this money in the area:
«If thanks to reasonable approach the local management managed to save some money, they have to be aimed only at the development of this area».
For 2019 from the Investments Fund repair construction work on 6 Kamenka objects will be financed. Total amount – 6.2 million rubles. At the expense of a Fund also the construction of 14 playgrounds – 6 in the city and 8 in the rural zone is planned. The program-2019 did not include Wittgenstein Park, but they do not give up hope to begin its improvement in the nearest future. The President in this regard reminded that local administration, submitting the application, determine the priority of assignment by the program of investments.
Vladimir Bychkov told that works on the development of infrastructure of the Kamenka district were performed also at the expense of other sources of financing. Among them there is the program of state unitary enterprises and also means of locals which collected 1.2 million rubles on the performance of a number of works on water disposal and gasification of settlements. In general, about 28 million rubles are invested in infrastructure in a year, the Head of the State Administration noted, having noted that Kamenka and 13 villages of the district do not remember such attention.
Finishing a conversation on a situation in the Kamenka district, the President noted that he is satisfied with the activity of the state administration. According to him, the personal interest of the management in the achievement of a positive result and constructive interaction of branches of the power, the public, economic subjects is available. An important aspect on which the Head of the state focused attention, aiming at the continuation of effective work, is the improvement of rural settlements. According to the President, availability of light, gas and water has to become a norm of life for villagers.
