Tiraspol, February, 22. /Novosti Pridnestrovya/. At the round table of the Chamber of Commerce and Industry, they discussed proposals for optimizing state regulation of prices. According to representatives of enterprises, this process has two diametrically opposite effects.
On the one hand, the population is provided with the possibility of cheap goods procurement, and on the other hand, it is a significant barrier to the range of products development and for the renewal of production processes by economic agents.
State regulation of prices is made on socially significant goods. It provides an acceptable level of prices for certain groups of food and industrial goods, including bakery products, milk and eggs, children's canned food and school supplies.
According to the participants of the round table, the state has the right to put a ceiling on the price level for certain goods, but enterprises perceive the regulation of production profitability as interference in their production activities and should be abolished.
In addition, a ceiling on the price level should be the same for the same type of goods, and not individual for each enterprise. According to manufacturers, this will simplify administration in this area and reduce labor costs in production.
The event participants are sure that strict price control measures can lead to a complete halt in production, as has happened for chicken egg producers.
“It seems appropriate for goods which local production is insignificant or completely absent, not to apply the state price regulation regime, but to apply such a regime only for imported goods as provided for medical and pharmaceutical products” – they noted at the meeting in the Chamber of Commerce and Industry.
The list of socially significant goods should be based on their codes of the Foreign Economic Activity Commodity Nomenclature (FEACN) with the specification of certain parameters, in that case an unambiguous identification of the goods included in this list will be provided.
Entrepreneurs consider it necessary to associate a list of regulated goods not only with the FEACN codes, but also with their exact title given in the State Standards or in the Technical Conditions, on the basis of which they are produced.
It is also necessary to coordinate the effect of laws “On prices and pricing” and “On the customs tariff”. Today, according to one law, the state limits the price of a product, and according to another one, it sets an import duty on it.
“It is necessary to study the Russian Federation practice, where regulation is based on monitoring the prices of socially significant goods and is introduced, if necessary, during a period of sharp price increases for a period of not more than 90 days” – they noted at the meeting.
