Tiraspol, February, 21. / Novosti Pridnestrovya/. Today the enlarged meeting of the board of Ministry of Justice took place. The results of the work of the department in 2018 were summed up. The President Vadim Krasnoselsky, the Deputy Chairman of the Government Stanislav Kasap, the Prosecutor of the Republic Anatoly Guretsky, representatives of other authorities took part in the work of the board.
Generally, the President considered the last year activity of the Ministry of Justice satisfactory.
«The Ministry of Justice is a legal mechanism between state bodies and citizens. Means, any made decisions should be missed through a prism of citizens position. If it is for their benefit, you work in the right direction work», - the President noticed.
At the same time, also some shortcomings which need to be eliminated in the nearest future were designated. Generally claims concerned work of the State Penitentiary Service entering into the structure of the Ministry of Justice and legal executives. At the same time, the President highlighted that it is necessary to change the attitude to public prosecutor's checks.
«The Prosecutor's Office is not the supervisor. By no means. The Prosecutor's Office is impartial and work, for the good of common sense and the legislation. I know the mass of examples when the Prosecutor's Office rose in defence of citizens and particular public officials. Impartiality is the main principle of work of the Prosecutor's Office. Therefore it is not necessary to attempt upon its rights», - Vadim Krasnoselsky noticed in this regard.
The speech, in this case, followed about several facts of preventing to supervising functions of the Prosecutor's Office work of correctional facilities. «Inadmissibly, when the employee of the Prosecutor's Office tries to pass on the protected area (he has the right for it), and somebody tries to forbid him. It is necessary to punish for it strictly up to initiation of legal proceedings», - the President emphasized.
Once again the Head of the state concerned a subject of the application of the probation. He reminded information which he has already announced at the recent meeting of the Supreme Court plenum: for the last year only in eight cases, the initiative proceeded from 120 statements for the probation from the administrations of penitentiary institutions. At the same time, he noticed that it is impossible to substitute courts which consider applications for parole by the commission on pardon at the President. In the first case as the Head of the state told, the decision is made by professional lawyers, and in the second – «a meeting of public officials and public figures».
In the report, the First Deputy Minister of Justice and the Chief of the State Penitentiary Service Vitaly Ishchenko declared four revealed cases of off-duty communications of staff of penal institutions with the persons serving in the sentence. It was a bringing of the forbidden objects and concealment for a bribe of the facts of the mode violation. They did not manage to prosecute the bribe takers. They were dismissed «for negative motives». In this regard, the President indicated the need for more careful documentation of such cases and advised to address the corresponding experience of the Ministry of Internal Affairs. Also, the Head of the state urged the management of the Ministry of Justice to improve the skills of the employees constantly. According to Vadim Krasnoselsky, for this purpose in the Pridnestrovian State University and at the Tiraspol Legal Institute there are both qualified specialists, and necessary material resources.
Medical attendance of the special squads in places of detention became a separate subject in Vadim Krasnoselsky and Anatoly Guretsky's speeches. In the report of Vitaly Ishchenko information on the shortage of medical staff (Institutions of the Penitentiary Service are provided with the medical staff only for 88%, and on experts with the higher education – for 56%). Most sharply, according to him, the question costs with isolation from other condemned tuberculosis patients. This problem as the Head of the state assured will be solved this year. From the Investments Fund, about 6 million rubles will be released for the needs of the Ministry of Justice. Among other things, money will go also for the construction of the specialized tubercular hospital.
In the speech, the President mentioned also work of the State Unitary Enterprise «Ostrog» created at the State Penitentiary Service. This is the only unprofitable state unitary enterprise.
«There is a collective complaint about the management of the SUE Ostrog. People point to a delay in the salary and other «miracles» occurred there. Yes, the labour there is not expensive, but work has to be paid», - the President noticed.
At the same time, he noted that a small number of the convicts occupied with work – a direct consequence of extremely low wages. In the report of the Colonel of Justice Vitaly Ishchenko sounded that from 1867 persons sentenced to real terms of imprisonment, only 321 persons are busy with work. And from this number the most part to fall on those who carry out work in the penal institutions. «It is necessary to create conditions, and then people will stretch to you and it will be profit there», - the President concluded.
In the nearest future, the Government will take out the offers in order that SUE Ostrog became a profitable enterprise. The Head of the state urged to expand the list of professions people serving a sentence can get.
