Prime minister: 'We need steady progress so that people with disabilities could see real changes in 2018-2020'

Tiraspol, 4 July. /Novosti Pridnestrovya/. The chairman of the government, Alexander Martynov, was informed about the implementation of instructions related to the problems of people with disabilities. Relevant information was presented by deputy prime ministers Alexey Tsurkan and Sergey Obolonik, profile ministers, representatives of the Tiraspol and Bendery state administrations.

Opening the conversation, the prime minister called on reporters to focus on practical steps aimed at providing an accessible environment for people with disabilities, the government's press service reports.

"You know that 2018 is devoted to resolving these issues. But I want to emphasize that issues related to the activities of people with disabilities will be raised and resolved annually. It should be done this way," stressed Alexander Martynov.

Among the key issues is the rehabilitation of disabled children. As reported by Alexey Turcan, the Ministry of Social protection and Labour has prepared initiative involving the allocation of 311,000 rubles for 100 children and those who will accompany them. The rehabilitation measures are scheduled for August.

Public activists also expressed a request to draw up a schedule for the implementation of works on the removal of architectural and other barriers. Such a document has been drafted, Alexey Tsurkan said. It covers a two-year period and includes three main directions. The first is the arrangement of pedestrian crossings at the expense of the Road Fund.

"There are specific locations. We are talking about the removal of curbstones and the installation of sound traffic lights in some places," said Alexey Tsurkan.

He added that the second group includes measures to install ramps in social and state institutions. And the third block is focused on the municipal housing fund in which people with disabilities live. Here it is supposed to make an accent on the construction of ramps, repair of sidewalks, entrances to blocks of flats, etc.

Alexander Martynov instructs the schedule compilers to adjust the schedule taking into account real financial sources.

Another important topic is the early rehabilitation of disabled children up to three years. Today, institutions of this kind are located in Tiraspol, Bendery and in the village of Karagash. Rybnitsa also needs a special institution. The head of the city and district Vyacheslav Frolov is ready to allocate the premises, however, there are a number of financial difficulties to solve.

Alexander Martynov instructed the Ministry of Social Protection and Labor to find a source of funds for Rybnitsa. In addition, the Ministry of Health is preparing to supplement the list of free medicines for disabled children with drugs that are designed to cure bedsores.

A large number of applications from people with disabilities comes with regard to the purchase or repair of electrically-driven wheelchairs.

"Amendments to the law " On social protection of disabled people " are being worked out, according to which a list of indications and contraindications will be provided, and doctors will be able to identify a specific group to be provided with powered wheelchairs," explained Olga Bocharova, a deputy minister of healthcare.

It is assumed that the purchase of these wheelchairs will start in 2019.

The meeting participants also talked about adjusting pension benefits for the purchase of hygiene products to mothers raising disabled children.

Having studied the preliminary budget calculations, the prime minister called for the drafting of a bill increasing this allowance since 1 January 2019.

The issues of education and employment of people with disabilities, as well as support for the enterprises "Rassvet" and "Mayak", were also raised.

"We need steady progress so that people with disabilities could see real changes in 2018-2020," Alexander Martynov concluded.
