Financing, employee retention and modernization. Deputy prime minister announces government's healthcare plans

Tiraspol, 28 June. /Novosti Pridnestrovya/. The problems and prospects of the healthcare sphere were discussed on Radio 1. The guests of the program were Deputy Prime Minister Aleksey Tsurkan and the head physician of the Bender Center for Out-Patient Care, Natalya Spivachenko.

It should be noted that a government delegation headed by the prime minister is currently inspecting medical facilities. The Tiraspol and Bender polyclinic networks have already been examined.

Aleksey Tsurkan noted that the focus on this type of facilities was not accidental since Pridnestrovians often receive first aid at polyclinics from subject matter specialists.

"In the future, we are planning to visit not only polyclinics but also the first aid stations, rural medical dispensaries of all cities and districts," said Tsurkan.

According to him, the inspection of medical institutions made it possible to identify a number of common "pain points". Among them are leaking roofs, dilapidated windows, doors, inter-panel seams, sewage and heating systems, furniture and equipment.

There are also special cases. Natalya Spivachenko said that in the villages of Protyagailovka and Giska the population applied for medical assistance to rural medical dispensaries located in old, out-of-repair buildings. The government wants to build new, more compact, efficient and convenient facilities instead of them.

Their construction will be financed from the Capital Investment Fund, the government's press service reports. This year the program includes the repair, reconstruction and erection of schools, kindergartens and other social facilities. The 2019 plans provide for the inclusion of medical buildings in the target budget fund.

"So, from year to year we plan to gradually include there all health facilities so that the situation will improve at the local level," said Alexey Tsurkan.

The interlocutors touched upon the availability of medical care in rural areas. Tsurkan stressed that the president had set such a goal before the government and the Ministry of Healthcare. This will be facilitated by the opening of rural medical outpatient clinics (SVAs) and first aid stations (FAPs).

"During the first half of 2018, the Ministry of Healthcare analyzed the situation, established the links all first aid stations to settlements in order to understand how the assessment of the availability of medical care corresponds to the needs of the population. And there are plans to build new first aid stations," said Alexey Tsurkan.

New FAPs have already appeared in Vladimirovka and in Rybnitsa District.

The interlocutors also discussed the financing of healthcare. If the positive trends of economic growth continue in 2018-2020 and subsequent periods, 80-100 million rubles will be channelled annually to the sector to meet its real needs - purchase of medicines, capital expenditures.

Retention of young professionals. A solution to this problem depends on several factors, the main of which is the growth of salaries for healthcare workers, decent working conditions, and the availability of own housing.

"These factors should serve as a certain anchor for young specialists in the field of medicine in order to gain a foothold here and connect their future with Pridnestrovie," Alexey Tsurkan stated.

Returning to the Fund of Capital Investments, the deputy prime minister announced the positive impact of the project on different categories of citizens. "The most important thing is that each object really yields benefits after commissioning. And this gives a serious effect both to workers and to the people who apply there for assistance," he added.
