Tiraspol, 15 June. /Novosti Pridnestrovya/. Decrease in tax burden, amnesty of the capitals and credits at the low rates. The PUMAB has submitted the offers on support of the real economy sector. Prime Minister and the head of PRB, representatives of the Ministry of Finance and Ministry of Economic Development and businessmen have participated in discussion about what is necessary to make for constructing more comfortable business environment.
Access to the credits
The problem of deficiency of "cheap" credit resources has become one of the central themes discussed on a round table. The chairman of PRB Vladislav Tidva has emphasized that not only Transnistria, but also other developing countries meet similar difficulties.
"Credit opportunities of the banking sector are defined by savings. Unfortunately, savings are at very low level in our economy. We have essential deficiency in a public sector, consequently, there cannot be any savings … If we look at the private sector, then there savings are small too ", – the head of the PRB has noted.
As a result, demand for spare cash steadily exceeds their offer; the deficiency of credit resources is observed and accordingly high rates for the credits.
The lack of borrowed funds, in turn, slows down development of Pridnestrovian industry and stifles both general economic growth and accumulation of savings by the population, which are placed then in banks on deposits and are a source for crediting of the enterprises. Other states leave from this "endless circle" by means of external injections in economy.
"For example, if we see low rates on the credits in neighboring Moldova, then all this is the external help. World Bank works there and provides target money for various branches of economy ", – Vladislav Tidva has noted.
According to the head of PRB, just for this reason the Government places such emphasis on involvement in Pridnestrovie of external investors. Injection of new money into economy has to give an initial impetus for acceleration of GDP growth.
We will remind that the Government has also offered the mechanism of support of the enterprises of the real sector within the limits of available credit resources. He assumes subsidizing (i.e. payment) by the state of a part of an interest rate for the issued credits. The limit on 7 million rubles is budgeted for these purposes. By calculations of PRB, these sources has to be enough to extinguish a part of an interest rate for the credits in total amount of 5-6 million dollars.
The Ministry of Economic Development should define enterprises of which branches and on what purposes will be able to use these credit resources. The plant manager of Elektromash Vladimir Trandasir has emphasized that the need of modernization for Pridnestrovian industrial companies is often not as big as replenishment of working capital. At its shortcoming, it is not possible to load completely even the available capacities. Attraction of the credit for replenishment of floating assets can partially resolve this problem, the manager considers.
Taxes
PUMAB representatives have lifted a subject of decrease in tax burden on real the sector. According to industrialists, this way of support has shown efficiency. After tax burden on the enterprises of the cable and shoe industry has been reduced, they could increase the outputs and as a result pay even more taxes, than have been transferred earlier into the budget.
The Prime Minister Alexander Martynov has reminded that since January 1 of 2018 in Pridnestrovie taxation rate on income for various industries are already lowered. At the same time, the Prime Minister has emphasized, if the enterprises have offers with calculations which show that further means of support will be favorable not only for them, but also for the budget, then these offers are always ready to consider in the Government.
The Prime Minister has given a situation when due to decrease in tax burden the enterprise reduces costs for release of additional production and can enter new sales market as an example of one of such scenarios.
"As a result the enterprise will increase the outputs and will become stronger in foreign market, and the state due to effect of volume wins too", – the Prime Minister has noted.
Other measures
Also among the initiatives announced by industrialists were:
-amnesty of the capital which will be used for investments;
-decrease in a rate of a unified social tax for the enterprises which increase salaries to the employees;
-revision of criteria on the basis of which the status "national" is provided to the enterprise (customs procedures are simplified for the enterprises with such a status);
-an opportunity to provide privileges on taxes depending on the sum of investments into fixed capital.
These and other measures are to be analysed by the Ministry of Economic Development.
"Today it has been sounded quite a lot of problems, the most important is that we have a dialogue between the authorities and business, and I assure you that this dialogue will be continued. At all minuses and problems which have sounded today I have heard the most important: practically all enterprises have an attitude on development … There is positive, there are plans to move forward, so, there is a field for our collaboration", – the Prime Minister summarized.
