There are certain delays in the payment of March salaries; however, until the end of April all public sector employees will receive their money in full, according to Irina Molokanova. She recalled that in January-March salaries were paid in due time despite a decrease in tax receipts against what was projected.
«The aggregate income in the 1st quarter of 2016 amounted to 290 million roubles. But without special revenues (road maintenance and ecological funds, customs funds, etc.), it makes only 204 million roubles, or 67% of projected receipts. In comparison with the same period of 2015, the aggregate income dropped by 49 million roubles, or by 39 million without special purpose funds. Local budgets received an average of 76% of estimated receipts, the situation varies much from one district to another," explained the minister.
To pay public sector salaries in due time, the government took up 50 million roubles to cover the cash deficiency. Further 175 million was borrowed to plug the budget gap.
«Thus, the borrowed funds in the 1st quarter totalled 225 million roubles, whereas the own funds made 204 million roubles. It turns out that the own funds are tragically scarce, and the loans available for Pridnestrovie are also limited," noted Irina Molokanova.
As for the payment of March salaries, there are certain schedule delays due to irregularities in tax receipts.
«Our tax receipts are very irregular. For example, the income tax comes only at the end of the month, and we are now expecting its receipt," said the finance minister.
She recalled that the main part of budget expenditures and extra-budgetary funds accounts for salaries and pensions; other social protection items do not receive any considerable allocations. For instance, the government's current indebtedness on a number of such items has already amounted to 23 million roubles.
