State-funded organisations will not transfer money, including employees' salaries, to the banks that have refused to join the National Payment System (NPS), said Yevgeny Shevchuk at a meeting in the capital's secondary school No. 10. The head of state emphasised it does not mean public sector employees cannot have bank cards of non-NPS banks, but they will have to top up their accounts on their own.
«No one can prohibit you to have any bank cards, but state-funded organisations will only transfer money the banks that have joined the National Payment System. You may receive salaries in cash and deposit it in any bank you like," said Yevgeny Shevchuk.
According to the president, this is due to the fact that the government is trying to implement the National Payment System whose cards would be accepted by any banks, cash dispensers and payment terminals in Pridnestrovie and whose card holders could be served in Russia as well. However, Agroprombank, which belongs, according to the president, to a company registered in Cyprus, is pursuing another monetary policy.
The president particularly noted that this bank has ties with one of Pridnestrovie's distribution networks, which accepts only its cards. This is, in the president's view, the use of a dominant position in the market.
«Just imagine Moscow's Pyaterochka network accepting the cards of only one bank," said the president.
The head of state noted that earlier a draft law amending the situation in this sphere and providing holders of different bank cards with equal opportunities to perform non-cash operations, deposit and withdraw money had been submitted to the parliament. However, the Supreme Council had not passed this bill.
