The programme of Russia's Competition Week, annually organised by the Federal Antimonopoly Service (FAS), included a number of events with the involvement of representatives of authorities, business community, international organisations and integration unions, heads and representatives of competitive agencies from 18 countries of the world.
Pridnestrovie was represented by the deputy prime minister, chairman of Pridnestrovie's Price and Antimonopoly Committee, Vitaliy Ulitka. He recalled that on 2 July 2014 the committee and Russia's FAS has signed a cooperation memorandum, within the framework of which our specialists can share experience with their Russian colleagues.
The competition week also included the 43rd meeting of the International Antimonopoly Council, where dedicated agencies shared experience in antimonopoly regulation.
«The most interesting practices and scheduled event were discussed at the meeting. The FAS presented its recommendations for the development and application of commercial policies of economic entities dominating over the market of medicines and medical equipment. The principle of interchangeability of medicines is one of important factors which make it possible to cheapen medicines procured by a government," said Vitliy Ulitka in an interview with our journalist.
According to him, Pridnestrovie has already applied this principle, which made it possible to cut budgetary expenses by 100,000 euros when procuring medications for hemodialysis.
Another event Vitaliy Ulitka took part in was the round table talk «Economic analysis as part of the investigation of cartel cases». Its organisers were Russia's FAS and non-commercial partnership «Assistance in the development of competition in the CIS countries».
«As a case study we considered a cartel agreement of flour-grinding and bread-making factories. It was shown how an economic analysis is being made and its efficiency in proving a cartel agreement," clarified Vitaliy Ulitka, adding that this practice can be adopted in our country.
On 23 September there was a plenary session dedicated to the 25th anniversary of antimonopoly regulation in Russia, on which Russia's president, Vladimir Putin, made a speech. He noted that Russia was facing a task of developing domestic competition.
Special attention was given to the approval of the fourth package of amendments to Ruyssia's antimonopoly legislation.
«I'd like to mention that the Pridnestrovian president has submitted to the Supreme Council a draft law on the protection of competition, which was compiled by analogy with Russia's current legislation. The presence of modern antimonopoly laws forms a legal basis for creating competition and developing the country's competition on the whole," concluded Vitaliy Ulitka.
