Pridnestrovie's Central Election Committee marks its 25th anniversary

Since 3 September there has been an all-level electoral campaign in Pridnestrovie, including the elections of heads of village and settlement administrations According to the CEC chair, Yelena Gorodetskaya, 13 parliamentary candidates have already been registered.

During the working part of the session, the CEC approved the instructions for foreign observers who will work at the elections. «The international monitoring plays the key role in the demonstration of legitimacy, openness and democracy of elections. There are preliminary arrangements with the election commissions of Russia, Abkhazia, South Ossetia and Nagorny Karabakh that their representatives will take part in our elections. The president and the Supreme Council will also use their right to invite international observers. That is why we have compiled these instructions. As compared to the previous instructions, we have supplemented them with necessary regulations from the Election Code, necessary contacts and information on local authorities and also outlined legal principles of the elections," noted Yelena Gorodetskaya.

The CEC also explained to divisional election committees some misunderstandings which had already been revealed in the process of applying for the registration of candidates. For example, some divisional election committees require of potential candidates to present the copy of all passport pages, including blank ones. Other committees refuse to admit applications if they have contractions, for example, K. Marx St instead of Karl Marx St. In both cases, according to the CEC, the requirements of divisional election committees were incompetent.

It was also said about the organisation of seminars for territorial and divisional election committees. Such seminars have already been held in four of seven administrative-territorial entities. Next week the seminars will take place in Grigoriopol, Rybnitsa and Kemenka districts. At the end of September seminars will be organised for the members of divisional election committees, as well as for judges of city and district courts.

As for the official part, representatives of the Supreme Council, Prosecutor's Office, political parties came to congratulate the CEC. Former chairpersons and members of the committee were invited as distinguished guests.

The historical reference on the official website of Pridnestrovie's CEC says: To organise and carry out the elections of people's deputies to the Supreme Council of the Pridnestrovian Moldavian Soviet Socialist Republic in 1990, the Interim Supreme Council of the Pridnestrovian Moldavian Soviet Socialist Republic established the Central Election Committee, based on Decree of the Interim Supreme Council of the Pridnestrovian Moldavian Soviet Socialist Republic No. 21 of 11 September 1990. Until 19 April 2000 the CEC worked on a temporary basis, being formed by the Supreme Council in the period of organisation and conduct of elections. The predecessor of the contemporary CEC, established to organise and conduct elections, republican referendums and to recall elected officials, was the strike committee, whose activities during the conduct of independence referendums in 1989−1990 initiated the formation of political and electoral systems of the PMR.

Speaking about the first years of Pridnestrovie's electoral system, the CEC ex-chairman, Peter Denisenko, recalled the audience of the opposition to the conduct of independence referendums and Supreme Council elections on the part of Moldova's nationalists. «Following the decision of the strike committee, led by Boris M. Shcherba, a commission was organised under the guidance of Anatoliy I. Mogilyov. We remember how our buses were turned over, how our members were elected, how ballots and ballot-boxes were stolen.»

Peter Denisenko also stated: «Representatives of OSCE and the Parliamentary Assembly of the Council of Europe have confirmed the Central Election Committee and other election committees follow all international legal regulations.»

On the occasion of Pridnestrovie's anniversary Peter Denisenko was awarded the 25 Years to the Pridnestrovian Moldavian Republic medal. The members of the Central Election Committee, both former and present, were presented with CEC honorary diplomas.
