The President Evgeny Shevchuk told it during expanded collegium of the Finance Ministry
«The Pridnestrovie’s fiscal system should respond to the basic business environment of taxation systems in the Russian Federation and the EU having a сorporate property tax and a value added tax. Thus, all neighboring countries either develop, or not due to many external reasons including the fiscal system. Game rules of the economy should be clear to everyone in the republic, and to those who wants to invest in our economy," Evgeny Shevchuk considers.
According to the Head of state, today, such system, when the Revenue Service doesn’t provide necessary instruments, works in favor of some deputies, because in practice it is the body «stating the situation» only.
«We understand that we are in conditions of real conflict between the state interests lying in that the authorities were effective and had proper tools for work and interests of a narrow group existing in any parliament. Due to the fact that the Budgetary and Fiscal Policy Concept isn’t adopted, we cannot predict further development, that is a very important thing for setting the budget. We should discuss here what will bring benefit to the state and what the priority in the developing conditions is," the President told.
Also, the Head of state emphasized that the evolvement of the bills expanding the tax privileges will be continued. Thus, there were provided privileges in the sum of 700 million rubles in 2011, in 2014 — 1 billion 300 million already. All in all, the state provided privileges in the sum of 4 billion 272 million rubles during the 2011−2014 period.
According to this fact, Evgeny Shevchuk considers that it is necessary «to revise the privileges and to use these resources for the backup purpose».
«The revenue shortcoming due to the tax privileges amounted to 33,2% of the total state budget tax revenue in 2014. It occurs neither in Moldova, nor in Ukraine and the Russian Federation. We should revise the privileges and leave them only to the socially vulnerable categories of population," the President added.
The Head of State also noted that rigid, accurate managing and the bureaucratic administration will help the state to get out of the crisis.
«Over the past few years, thanks to the efforts of the executive authorities first of all, 120 million USD of the additional income came to the state budget. Such amount is the biggest-ever. In return, the Revenue Service actually was unreasonably criticized and didn’t get the proper funding. But, despite all the difficulties, the administration of the republican budget and the monetary circulation is more efficient, than at our neighbors. We have a different macroeconomic performance," Evgeny Shevchuk emphasized.
The President also emphasized during the Finance Ministry’s collegium that the preservation of stable exchange rate in Pridnestrovie was the result of the effective efforts of the Government and the Pridnestrovie’s Republican Bank.
