Pridnestrovie’s Interior Minister: We’re going to do everything we possibly can to provide the proper security level to our citizens
The Pridnestrovie’s Migration Registration and Control Peculiarities Provision was discussed at the Internal Affairs Ministry’s briefing today. To be noted that the pertinent Decree concerning the approval of this Provision was signed by the President on January 30, 2015. The document was designed to improve the migration flow controlling mechanisms preventing the criminal elements and the organized criminal gang members from infiltrating into the Pridnestrovie’s territory, to create the extra conditions for the high public security level of the Pridnestrovie’s citizens and also to improve the migration registration and control standards.
As the Pridnestrovie’s Interior Minister, the Police Brigadier General Gennady Kuzmichyov noted, the Migration Bill was defeated at the Supreme Council’s plenary session. Its consideration will be continued in a month.
“The leaders of the state and MIA’s authorities are perplexed why the questions concerning our citizens’ security are postponed for a month while we are in such difficult conditions today. I am sure that this bill won't be passed in a month,” Gennady Kuzmichyov emphasized.
According to him, the subordinate act (the Pridnestrovie’s President’s Decree No. 22 “Concerning the approval of the Pridnestrovie’s Migration Registration and Control Peculiarities Provision”) regulating the legal relationship in the migration sphere was signed due to the crime rate increase in the neighboring states (Ukraine and Moldova).
Crime rate has increased by 15% in Moldova in 2014. The significant uncontrollable crime waves are also observed in Ukraine. “The work of the Pridnestrovie’s Internal Affairs Ministry resulted in the crime rate decrease by 6.1% in 2014. Besides, the clear-up rate is traditionally higher than those of Ukraine, Moldova and Russia. It ranges from 80% to 92% according to the crime category,” the minister informed.
For example, the foreign citizens committed 209 crimes in the Pridnestrovie’s territory last year. Two organized criminal gangs were exposed in Bendery. One of them committed 40 depredations. More than 50 personal thefts by the persons from the Republic of Moldova were revealed in the Tiraspol kindergartens.
“Today, we can see that the people from RM and Ukraine come here to sojourn in Pridnestrovie, to receive the residence permit or the citizenship. Of course, they do it not to increase our state’s defensive capability or the economic power. Everything is much simpler, i.e. they want to receive the preferences and advantages that we have in the utilities today (for example in gas and in social benefits) and many other privileges,” Gennady Kuzmichyov considers. “So, being in such conditions, we haven’t passed these regulations characterizing our state as the true constitutional one and we haven’t succeeded to legitimate all these relationships today. Thus, we’ve taken emergency measures to protect our citizens’ rights and freedoms according to the President’s Decree.”
