The economy situation and healthcare were among the main points of the meeting
The Head of State held an enlarged session with the Deputy Prime Minister and the members of the Government. The President was reported on the republican budget performance, the President’s Press Office reports. The Finance Minister Elena Girzhul reported, that the republican budget income had been 4 times less (about 16 million Pridnestrovie’s rubles) by January 20, 2015 than in the similar period of 2014 (more than 60 mln Pridnestrovie’s rubles). “Such revenue doesn't let us discharge all our duties in time, and today we already don’t meet the wage payment schedule. The republican budget debts will be discharged, but a while later,” Elena Girzhul emphasized.
The Minister of Finance noted that at the same time there were still certain problems with the wage budgeting in Slobodzeya, Grigoriopol, Dubossary and Kamenka Regions. The republican budget lacks the funds to supply these regions at the moment, so there will be salary delays. The Rybnitsa Region is partially subsidized, nevertheless it manages to pay the wages independently. It was emphasized during the meeting that the continuing unstable situation in the foreign markets, decline in demand, and also the currency devaluation in the neighboring countries have a significant impact on the foreign trade of the Pridnestrovie’s economic agents. According to the Finance Ministry, tax revenue for the foreign trade and economic operations funded the republican budget with 3.3 mln rubles, this is 13 times less than in the same period of the last year (44,8 mln Pridnestrovie’s rubles). The President ordered to analyze the budget shortfalls properly and to develop the necessary measures for the foreign economic activity promotion.
The questions concerning the healthcare system activities were discussed during the session. The Healthcare Minister Tatyana Skrypnik reported to the President on the main achievements of the ministry’s activity in 2014. The attendees specially focused on the questions concerning the healthcare system plans implementation under the limited financing conditions. As it was noted at the meeting, the system is provided only for 23% of the total requirement. The ministry faces the task to keep the medical treatment facilities up to the standards covering the expenses, i.e. delivering several options. “The growth of the revenue from the paid medical treatment options was 2% in 2014 as compared to 2013. The money received from the paid medical services will be invested in the development of the certain medical institutions and will be used to purchase the new equipment and necessary expendables and to increase the professionalism of the employees,” Tatyana Skrypnik emphasized.
Besides, the attention was paid to the maintenance of the healthcare institutions during the session. There were discussed the future healthcare system re-equipment from the budgetary and non-budgetary funds in 2015. “Within the cooperation between the Pridnestrovie’s Healthcare Ministry and the international sponsors, the medical equipment at the cost of about 500 thousand USD was delivered to the maternity departments of Tiraspol, Bendery, Rybnitsa, Grigoriopol and Slobodzeya. This special equipment is designed to nurse the children in the early perinatal period,” Tatyana Skrypnik told. The minister also reported that it is planned to renovate the emergency ward of Tiraspol in 2015 using the non-budgetary funds.
