Last week the President Vadim Krasnoselsky approved The PMR Development strategy 2019-2026. The document is designed to serve as a reference point of development of Pridnestrovie in the long term. Its considerable part is devoted to economic policy, at the same time strategy contains also the sections mentioning the main activities of authorities - the roadmap obligatory to execution by all ministries and departments. Let's review to what principles the state and public institutes are guided, what they aspire to.
Social policy
Pridnestrovie, according to the President, has to be people-centred. In this regard, the strategic importance is attached to ensuring social security and increase level and quality of life of citizens, "in particular those national groups which owing to age, the state of health or other vital circumstances are not able to ensure worthy living conditions and need the support of the state".
"Ensuring stage-by-stage increase in real income of all categories of the population is a basic condition for improvement of quality and life expectancy of the person and also is a strategic objective of all social and economic policy of the state", - it is told in Strategy.
Main objectives of the social policy are called: improvement of quality of life of citizens due to ensuring food security, high-quality and safe goods and services, modern education and health care, availability of sports constructions, creations of jobs and also by creating favorable conditions for increase in social mobility, quality of work, its worthy payment.
Public control
The certain place in the strategic plan is taken by the development of institutes of political system and interaction with civil society. Full-scale implementation of the legislation on bases of public (national) control seems basic gradual expansion of categories of participants of such control. Completion of formation of the Institute of public and citizens' initiatives will serve as an incentive for the population to take an active and direct part in the public life of the state.
Besides, it is necessary to develop mechanisms of direct advisory and debatable interaction between public authorities and also political institutes and public associations.
"Existence of such mechanisms allows to reduce bureaucracy contacts of non-state institutes with authorities, guarantees a possibility of the active public to form and address inquiries directly to authorities during the regular debatable actions. This practice will allow forming an image of the government as open and accountable to citizens system that also conforms to the international standards in this area", - it is noted in Strategy.
Foreign policy
The important place in the foreign policy agenda is still taken by the settlement of the moldo-pridnestrovian conflict. In this part, the Pridnestrovian diplomacy has to proceed from the principles of support of functioning of all existing negotiation formats and the decision of the practical social humanitarian issues.
"At the same time the most important component of work on settlement of the relations with the Republic of Moldova is the report to audience of foreign countries of information on inalienable right of the Pridnestrovian Moldavian Republic to independence as this course is defined on referendum by the people of Pridnestrovie", - developers of Strategy note.
In the relations with the Russian Federation further strengthening and expansion of a range of political and diplomatic contacts, cooperation in peacemaking and safety, development of trade and economic relations and increase in mutual commodity turnover, increasing cultural and humanitarian communications and interactions through public institutes is represented essentially significant.
The PMR intends to build up the good neighbourhood with Ukraine, to support and increase multilevel communications, to interact as with the guarantor state of the moldo-pridnestrovian settlement and the participant of the peacekeeping processes on the Dniester.
"In the field of foreign economic relations a relevant task is the implementation of the balanced trade with the Eurasian Economic Union and the European Union and also the attraction of foreign investments", - it is emphasized in the document.
Special attention will be paid to an image component. In particular, it is necessary to dispel the existing myths and stamps applied in relation to the PMR, such as "grey zone", "stiffened in time" territory and association of the republic with the armed conflict.
"Preservation in an image of Pridnestrovie of such negative lines creates serious obstacles for the development of the republic, in particular limits investment, tourist potential and also reduces possibilities of political communication with external actors", - authors of the Strategy note.
Safety and law-enforcement activity
The military doctrine of Pridnestrovie still has exclusively defensive character. The important directions of development of Armed forces are an improvement of material and technical resources, improvement of the professional military training quality and also their social security.
The Ministry of Defence is planned to be transferred to electronic document flow, and in military units to install the systems of video surveillance.
Within ensuring state security it is offered to realize a number of complex actions and also to develop and accept some normative documents. Among them: Concept of a Homeland Security of the PMR, basis of the public boundary policy, doctrine of information security, the strategy of counteraction to extremism.
In law-enforcement practice improvement of the training level and professional development of personnel, development of material and technical resources will be continued.
For the safety of traffic, it is planned to conduct twice a year comprehensive examination of all road network. In 2019 the new legislative base regarding the introduction of a marking system of punishments for violation of traffic regulations will be drafted.
Information policy
The long-term goal of the Public Information Policy (PIP) is "ensuring the transition to a new stage of development of Pridnestrovie – the creation of a democratic information society and entry of the country into the international information community".
"The basis of this transition is the creation of uniform information and telecommunication space of the country based on the solution of problems of social and economic, political and cultural development of the country and ensuring its safety", - it is stated in Strategy.
The main objectives of PIP are the development of information, telecommunication technologies, providing citizens with socially significant information and development of independent mass media, training of the person for life and work taking into account promptly developing information technologies.
In a final part of the strategic plan, it is emphasized that the Pridnestrovian Moldavian Republic has sufficient reserves and resources in order that the welfare of all society grew, served as a motive for the development of the long-term Strategy of development for the republic for 2019-2026.
"The Strategy assumes need of realization of the concrete actions based at liberty of the people of Pridnestrovie and aimed at the stability of the political system, expansion and strengthening of economic space, construction fair and the consolidated society. It is phased transition to sustainable social and economic development with the definition of the concrete directions of transformations in all main activity spheres of the PMR and the corresponding strategic tasks and mechanisms of achievement of goals", - authors of the document summarize.
