The Investigative Committee summed up the annual results of departmental work. The Head of the investigative bodies of the republic Vyacheslav Brynzar made a report in the course of the extended meeting of the Collegium of the PMR Investigative Committee, organized via videoconference. He singled out high-quality and prompt investigation of criminal cases, observance of the constitutional rights of citizens, and combating corruption as priority tasks and principles of the work of the department. One of the most important criteria for evaluating the activities of the chairman of the committee called people's trust.
Vyacheslav Brynzar said that 78 investigators worked in the Investigative Committee of the Pridnestrovian Moldavian Republic in the reporting year 2022. This is 2% fewer employees than in 2021. 7286 cases were received: 4151 cases were considered, 3135 cases were rejected. The load on one specialist is more than ninety cases and pre-investigation checks (85 in 2021).
The speaker noted that the decrease in the level of crime observed over the course of several years has changed dynamics this year. The number of crimes committed increased by 3.9% compared to 2021 and amounted to 3098 facts. Vyacheslav Brynzar noted that this is a global trend. The number of investigators in criminal cases in production was increased by the year by 9% or 352 units accordingly. Serious crimes were committed more than in 2021, by 13%, especially serious crimes by 20%, the number of episodes increased by 5%. The nature of the investigated crimes has also changed: 41% - bribery and drug trafficking crimes, 7% of crimes committed in the field of public security. The investigation of terrorist attacks and sabotage is a new direction for Pridnestrovian investigators. The speaker called investigations into murders difficult. There were 21 intentional cases in 2022, which is almost twice as many as a year earlier. One remains unsolved so far. The speaker gave some examples from the investigative practice of the reporting year.
Vyacheslav Brynzar focused on the fact that the department adheres to the principle of minimizing the use of such a measure of punishment as detention. The number of detainees and arrests has halved compared to 2017.
The Head of the committee singled out the investigation duration as a problematic aspect. According to the violations committed by the Investigative Committee, 112 service checks were carried out. Violators were brought to disciplinary responsibility52 times, 200 were deprived of the bonus.
Vyacheslav Brynzar noted that the staff of the department has been updated by 40% during ten years. Every third investigator does not have significant procedural experience, the speaker stated. Personnel insecurity is a problem that the Department of the Investigative Committee in Bendery faced to a greater extent in the reporting period. The unit was only half staffed last summer. It was necessary for personnel strengthening to send specialists from other cities. There are 11 investigators in the Bendery department now, and eight of them have less than three years of work experience. It was this division at the same time that was included in the top three most effective last year, ranking second. The first is for the administration of Kamenka, the third is for Rybnitsa. The Chairman of the Investigative Committee named the top ten investigators by name. The leader spoke about the work carried out to improve the skills of specialists, expressing gratitude to the PMR Prosecutor's Office and personally to Anatoly Guretsky for assisting in this direction. He settled on interdepartmental interaction, calling it comradeship. He spoke about working with citizens (410 applications were received during the year; 56 people visited the staff and leadership of the PMR Investigative Committee in person). He paid attention to updating the infrastructure of the committee's subdivisions and improving logistics. He outlined the tasks for the current year and the future.
Discussing the results of the activities of the investigating authorities, the current state of affairs, achievements and problematic areas, Chairman of the Supreme Court Adrian Penkovsky spoke about the importance of self-education of employees and the need to pay increased attention to checking the level of university training of candidates when hiring. Prosecutor of the Pridnestrovian Moldavian Republic Anatoly Guretsky focused on the problem of delaying the consideration of cases – red tape, identified by the Chairman of the Investigative Committee of the Pridnestrovian Moldavian Republic, gave his assessment of the work of individual units and specific investigators, outlining some shortcomings.
The PMR President Vadim Krasnoselsky asked whether the previously existing problem of the departure of specialists from the Investigative Committee and the Ministry of Internal Affairs to the scene had been resolved. The heads of both departments noted the established effective interaction, which removed the issue from the agenda. Vadim Krasnoselsky focused on the importance of qualitative registration of the results of the investigative measures. He said that professional development of specialists should be permanent. The President considers the Tiraspol Law Institute to be an effective educational platform. Vadim Krasnoselsky devoted part of his speech to the work of investigating economic crimes. An important role, especially in terms of disclosure of tax offenses, the PMR President assigns to prosecutorial supervision, in connection with which he directed the investigating authorities and the prosecutor's office to even closer cooperation.
The work of the Investigative Committee of the Pridnestrovian Moldavian Republic in general was recognized by the President as satisfactory. Vadim Krasnoselsky expressed gratitude to the personnel for their service and called for further improvement.
