The President holds personal control of issues related to preventing spread of COVID-19 in the territory of Pridnestrovie. Meetings of the Operational Headquarters are systemic in nature. The main purpose of the working meetings is to immediately respond to any changes in the situation, adjust previous measures and solve problems arising in the course of their implementation, the President said, opening the meeting.
The Head of the Operations Headquarters Ruslan Mova informed the meeting about the current state of affairs. Main news: no cases of coronavirus have been identified in Pridnestrovie. It was decided to place all citizens with signs of the disease COVID-19, in a single center, which is organized on the basis of Slobodzeya district hospital. For this purpose, two buildings were released, repair and landscaping work was started. The first three patients are quarantined in the Slobodzeya Clinical Hospital blocks. Samples of their blood were sent for research in Chisinau. By the President’s decision, the general management of the coronavirus isolator was assigned to the PMR Deputy Minister of Health Christina Albul.
There are160 patrol brigades across the republic. Citizens previously placed in home quarantine are controlled by law enforcement agencies. Militia checked 57 people to comply with the requirements of self-isolation. The quarantine regime is prescribed to 225 more citizens of the PMR who entered the republic after the declaration of state of emergency. Starting today, the practice of issuing a one-time pass is introduced in the event a citizen receives a permit to travel outside Pridnestrovie. Since the declaration of the state of emergency, 598 foreigners have been denied entry to Pridnestrovie. Since the beginning of the restrictive measures, 1012 foreign citizens have not entered the PMR.
The population is actively using the coronavirus hotline, organized by the Ministry of Internal Affairs: it received two and a half thousand calls, Ruslan Mova informed. According to him, the headquarters promptly responds to questions raised by citizens, taking measures to resolve problems. By the forces of the Ministry of Internal Affairs, for example, a centralized delivery of citizens in need of specialized medical care, which can only be provided by medical institutions in Moldova, will be organized on a systematic basis - in compliance with all safety requirements. As for intra-city mobility: additional trolleybus routes have already been launched to deliver workers to the Tiroteks factory, which, working in 4 shifts, carries out the bulk of the state order for sewing protective masks. Other enterprises consider the corporate organization of the delivery of employees to the place of work. Returning to the issue of manufacturing protective equipment, the PMR Minister of Economic Development said that today 29 800 masks are ready. Further production will be 15 000 units per day. On behalf of the President, work is underway to organize the tailoring of protective overalls by local manufacturers. The overalls are being cut out according to the patterns of available foreign analogues. The most likely contractor is InterCenterLux. First of all, the quarantine center (Slobodzeya Regional Clinical Hospital) and ambulance services will be provided. Participants of the meeting discussed issues related to conducting research on coronavirus. To date, all samples are sent to Chisinau. There were no refusals to accept materials. The meeting participants discussed the issue of the availability of antiviral medicines. The Deputy Minister of Health informed the meeting about results of the analytical work, which is based on the study of foreign experience. Crisitina Albul called specific drugs that are recognized as capable of combating coronavirus. They are in stock. A serious minus is the side effects and contraindications in admission to people suffering from certain diseases. Nevertheless, in case of the spread of COVID-19, the republic is ready to provide 300 people with treatment with these medicines.
They spoke about the economy, which came under serious pressure in connection with the announcement of the coronavirus pandemic. It was emphasized that the losses of economic entities should be minimized. The Operational Headquarters, which launched the main forced restrictive measures, will now have to continue work more locally, considering each specific case. This also applies to traveling outside the republic for the delivery of goods, and the functioning of trade and public catering enterprises. A special commission is being created, which, upon the application of the entrepreneurs, will go to the facility to determine if it can function in state of emergency. Catering organizations are recommended - if they wish - to temporarily reassign their activities, working on the principle of cooking (avoiding the accumulation of citizens and their prolonged stay in the corresponding premises). A mandatory requirement for all trade institutions, including pharmacies, is the processing of the hands of incoming visitors with disinfectants. A legal framework is being prepared to suspend the collection of rents for the use of space during their downtime associated with the introduction of the state of emergency. The President ordered to formulate a package of proposals by Monday.
The meeting participants discussed a voluminous block of measures aimed at protecting against the spread of coronavirus and minimizing social tension in society caused by the introduction of the state of emergency. Work in this direction continues. The week will begin with the next meeting of the Operational Headquarters (if the situation does not require a meeting earlier). On Wednesday, parliamentarians will discuss and make the necessary changes to the law. Vadim Krasnoselsky urged not to delay this work. According to him, in the current situation, any delay is fraught with inevitable consequences, which is unacceptable.
