The President held a video conference with the heads of government and administration. The heads of state administrations voiced up-to-date information on the current state of affairs. Social payments for December (pensions and salaries to state employees) were made everywhere in full. Most cities and districts held public hearings on the formation of draft local budgets. Documents are being prepared for discussion in the course of the sessions of city and district councils. Budget hearings will be held in Tiraspol in the afternoon today. They work on the ground on estimates of spending the funds remaining at the disposal of the municipal authorities in the form of carry-over balances following the results of the past year. The main directions are determined – objects, types of work, estimated costs.
The heads of state administrations informed the President about all problematic aspects and measures taken to eliminate them. They reported on the socially significant, cultural, sports events held during the past week, as well as plans for the near future. It was noted that the themed New Year's decorations are being removed in the settlements. The results of the contest for the best design held by the State Service for Culture were mentioned. Various objects of cities and villages of the republic participated. There are 17 nominations in total. The winners of the first, second and third places are determined in each. Chairman of the PMR Government Alexander Rosenberg announced the winners in some areas. The most elegant city Christmas tree was Dubossary. More interesting than other central squares was decorated Bendery – the Square of Liberation. Street-winner – Frunze Street (Slobodzeya).

They focused on the topic of auctions, which are an important component of the implementation of state and municipal development programs, an indispensable element in obtaining state orders for the repair, construction, and equipping of social facilities. They also talked about pricing methods in the construction industry. The base index is not just outdated, but has outlived its usefulness, not fitting into the current accounting system. It was gradually abandoned. The time has come for a complete transition to the resource method of pricing, they said at the meeting. The issue of a possible rise in the cost of projects at the first stages of the transition was discussed. The reasons are yet to be identified. It was noted at the same time that with the conscientious conduct of competitive procedures, the amount of the contract should be minimized. Vadim Krasnoselsky recommended that if the project costs more than a million rubles, video recording of the auction should be made. It was noted that some state administrations are already practicing video recording of such competitions. Another important aspect: the government calculates the preliminary cost of the work, the implementation of which is included in the program of the Capital Investment Fund, using the resource method. The meeting participants spoke about how this methodology is ultimately aimed at increasing tax revenue, as well as recent legislative changes in the construction sphere and self-employment.
