The President accumulated tasks to be solved at the level of local self-government in the "Regional Policy" section. The landmarks of parliamentary activity and instructions to the deputies of the Supreme Council of the Pridnestrovian Moldavian Republic are highlighted.
In the field of local Government
(state administrations of towns and districts):
1. To carry out the timely execution of local budgets, including the financing of wages and other social articles.
2. To ensure the work of educational, cultural, sports institutions, as well as organize cultural events, taking into account the provision of sanitary safety in the pandemic.
3. To continue work on the development of tourism infrastructure in towns and districts as well as the sphere of entertainment and recreation for citizens and guests of the republic.
4. To implement programs and projects, including:
a) for the overhaul of the housing stock, social and cultural facilities;
b) to fulfill the orders of voters;
c) for the Road Fund and the Capital Investment Fund.
For State administrations of cities and districts to implement the funds of the Capital Investment Fund in terms of carrying out in full the work on the creation, overhaul and construction of subordinate facilities:
- 12 objects of the state administration of Tiraspol and Dnestrovsk (the 1st stage of the creation of the State Museum of Local History, the stadium and paving the courtyard of the Tiraspol school kindergartens No. 2, 5, 37, 44, schools No. 9 (stage 1));
- 1 object of the state administration of Dnestrovsk (overhaul of the city stadium);
- 10 objects of the Bendery state administration (including the Alexander Nevsky Park, the Bendery Fortress historical military memorial complex, the Oktyabrsky Park, school No. 5, the Bendery Tragedy Memorial Museum, the Bendery Special (Correctional) Boarding School for Children with Disabilities intelligence, kindergartens No. 26, 38, 47, school No. 17);
- 14 objects of the state administration of Slobodzeya (city summer cinema, city sports complex, boiler house of the House of Culture in the village of Korotnoe, Kitskansky bridgehead, Houses of Culture in the villages of Nezavertailovka, Frunze, Priozernoye, school No. 3, Slobodzeya lyceum in Parkany, the school in Ternovka, the stadium of the Krasnyanskaya school, the administrative building of the village of Sukleya , Slobodzeya kindergarten "Luchik");
- 10 objects of the state administration of Grigoriopol (city rowing base, city central park of culture and recreation, karting track and basketball field, overhaul of kindergartens in the village of Shipka, the village of Mayak, the village of Butor, No. 25 in Grigoriopol, the Grigoriopol sports school, the school in the village of Krasnaya Gorka);
- 10 facilities of the Dubossary state administration (city sports complex, overhaul of the Iskra cinema, rowing and cycling schools, kindergartens No. 5 and 12, school No. 7, houses of culture in the villages of Garmatskoe, Krasny Vinogradar and Doibany, a sports center for people with special needs of life , apartment buildings in critical condition);
- 10 objects of the state administration of Rybnitsa (Naberezhny park, Electric cars for children in the city park named after Kirov, schools No. 6 and 10, a mini-football field in the city, a stadium in the village of Krasnenkoe, overhaul of a summer variety stage in the city park named after Kirov, the sports ground of the Rybnitsa boarding school, sports school No. 1, kindergarten No. 19);
- 7 objects of the state administration of Kamenka (Wittgenstein Park, overhaul of the school-kindergarten in the village of Kuzmin, the school in the village of Katerinovka, Kamenka school No. 3, the school in the village of Rashkov, the school-kindergarten in the village of Krasny Oktyabr, the food unit of the Child Development Center in the city of Kamenka);
d) for the improvement and landscaping of the territories of settlements with the creation of recreational zones;
e) arrangement of parking areas and public transport stops;
f) to modernize municipal passenger transport, expand the network of trolleybus lines and develop electric transport;
g) for the implementation of programs of social importance (providing housing for orphans and children left without parental care; providing necessary for treatment and maintaining a decent lifestyle; payment of material assistance to veterans of the Great Patriotic War and the disabled, as well as participants in hostilities to protect the republic etc).
5. The State Administration of Slobodzeya, together with the Government should take measures to include the park of the village of Pervomaisk in this year's Capital Investment Fund with funding in the amount of 1 million rubles.
6. The State Administration of Kamenka, together with the Government should take measures to include the House of Culture in the village of Sloboda-Rashkovo into the Capital Investment Fund of this year with funding in the amount of 1 million rubles.
The Guidelines for the activities of the Supreme Council:
1. To develop state guarantees for the preservation of the rights of the families of deceased participants in the hostilities to defend the republic who were registered in need of better housing conditions, to improve housing conditions on preferential terms.
2. To develop a legislative framework for a gradual transition to the organization of primary health care on the principle of a general practitioner (family doctor).
3. To create legal mechanisms for regulating tariffs for water supply for irrigation purposes.
4. To further improve the norms of the Law "On Procurement in the Pridnestrovian Moldavian Republic" in order to successfully implement it by all participants in the procurement process as well as to increase the transparency and effectiveness of procurement for public needs.
5. To continue finalizing, together with the Government and all interested parties, the draft Budget Code of the Pridnestrovian Moldavian Republic.
6. To improve the mechanisms of state property management.
7. To improve legislation in the field of pricing in order to contain (limit) the growth of regulated prices (tariffs) for the services of enterprises in the sphere of natural monopolies.
8. To carry out measures to ensure control over the preservation of state secrets and official information in the Supreme Council.
Having completed setting tasks for state authorities and administration, the President emphasized that the instructions had been given for a year, while for the most part they would remain relevant in development in the future. Vadim Krasnoselsky once again drew attention to the fact that the text of the Address is a detail of the Strategy-2026. The President indicated that the instructions and tasks that he plans to announce during the upcoming meetings of departmental boards will be even more detailed. The Administration of the President of the PMR was instructed to send the text of the Message to all bodies of state power and administration and control the fulfillment of the tasks set together with the Government.
