The Russian State Duma: Russia will not allow its citizens and compatriots to be brought to their knees

Russian deputies adopted a statement on the situation around Pridnestrovie and on measures to support residents of the republic

Tiraspol, June 16. /Novosti Pridnestrovya/. The State Duma of the Russian Federation adopted a Statement “On the plans and actions of Moldova and Ukraine leading to the disruption of the settlement of the Pridnestrovian conflict, and measures to support the citizens of the Russian Federation and Russian compatriots in Pridnestrovie”.

The draft resolution was introduced by the United Russia party yesterday.

Last week, defenders of Pridnestrovie addressed the mediators and observers of the negotiation process between Pridnestrovie and Moldova. They called to prevent the infringement of the rights of the PMR residents. In their appeal, the public activists talk about Moldova's violation of agreements on humanitarian issues, disrupting negotiations and about restrictive actions by Chisinau. In particular, the defenders of Pridnestrovie note security threats, attacks on the peacekeeping operation, blocking of cargo and bank accounts, obstacles to the free movement of Pridnestrovian cars and new blockade measures announced by Chisinau.

In the adopted statement, the State Duma of Russia expresses deep concern over the complication of the situation around Pridnestrovie. This situation directly affects the rights and interests of citizens of the Russian Federation and Russian compatriots living in the PMR and threatens their safety and well-being, the document says.

“It should be clear to everyone that the Russian Federation, as the guarantor of the settlement of the Pridnestrovian conflict, peace and tranquility on the banks of the Dniester, will not allow its citizens and compatriots to be brought to their knees,” the statement of the Russian State Duma emphasizes.

Russian parliamentarians condemn the use of blockade and restrictive measures against Pridnestrovie and attacks on the peacekeeping operation.

They consider it necessary to unblock the negotiation process on the settlement of the Moldovan-Pridnestrovian conflict at all levels as soon as possible.

The State Duma turned to the Russian Government with specific proposals to support the residents of Pridnestrovie:

1. To intensify the practical implementation of all previously signed inter-agency agreements with Pridnestrovie;

2. To consider the possibility of defining a special regime of access for products manufactured in Pridnestrovie to the Russian market, including in terms of certification, licensing, and customs procedures;

3. To work out a set of measures aimed at improving the mechanism of pension provision for Russian citizens living in Pridnestrovie;

4. The State Duma considers it necessary to create conditions for the use of maternity capital funds by Russian citizens on the territory of Pridnestrovie;

5. The deputies also recommend that the Central Bank of the Russian Federation ensure the possibility of connecting Pridnestrovie to the Mir payment system to ensure social guarantees of the citizens of the Russian Federation living in the region.

The State Duma of Russia calls on the authorities of the Republic of Moldova to strictly implement all previously reached agreements.

Another appeal is addressed to the Ukrainian authorities. The deputies remind that Ukraine is the guarantor and mediator in the negotiation process between the PMR and the Republic of Moldova, and they urge Kiev not to resort to pressure on any of the parties to the conflict, but, on the contrary, to assist in resolving problematic issues exclusively at the negotiating table.
