Oleg Belyakov: The experience of peacekeeping acquired by the Russian Federation in the PMR and in other flash points will help preserve peace in Artsakh

JCC Co-Chairman from Pridnestrovie commented on the entry of Russian peacekeepers into the Nagorno-Karabakh conflict zone

Tiraspol, November 13. /Novosti Pridnestrovya/. On November 9, the presidents of Armenia, Azerbaijan and Russia signed an agreement to end hostilities in Nagorno-Karabakh, which resumed on September 27. In accordance with this agreement, there began deployment of Russian peacekeepers into the zone of the Nagorno-Karabakh conflict.

In an interview with Novosti Pridnestrovya News Agency, Oleg Belyakov, Co-Chairman of the Joint Control Commission from Pridnestrovie, spoke about the significance of this step for the settlement of the conflict in Nagorno-Karabakh.

He recalled that Russian peacekeepers had been guarding peace and security in Pridnestrovie for 28 years. At the same time, the peacekeeping operation of the Russian Federation is recognized as one of the most successful in history: during its implementation, not a single serviceman or civilian was injured as a result of military clashes.

“In practice, we know that all the conditions of the Agreement on the principles of the peaceful settlement of the conflict of 1992 are being fulfilled to this day. The parties refrain from possible escalation of the situation in the Security Zone. People live, peacefully create homes, schools, factories and factories work. This is the main result of the peacekeeping operation in Pridnestrovie,” Oleg Belyakov said.

According to the Co-Chair, the Karabakh scenario is to a certain extent similar to the Pridnestrovian one. The main difference is that in Karabakh, peacekeeping guarantees are exclusively assigned to Russia, without participation in the operation of the parties to the conflict (in Pridnestrovie, the conflicting parties also participate in the peacekeeping operation).

“Taking into account the current practice in Pridnestrovie, it seems to me that this peacekeeping experience is based on a rather strict, strong stabilizing position of the Russian side as a power that can persuade the parties not to bring the situation to hostilities and thereby maintain the peaceful coexistence of the two peoples,” Co-Chairman of the JCC believes.

According to Oleg Belyakov, it is already clear today that Russia has completely taken control of the situation in the zone of the Nagorno-Karabakh conflict.

“The parties have ceased hostilities, came to the table, a dialogue is under way that stabilizes a peaceful life. This is the most important thing in any peacekeeping operation, isn`t it? I think that the experience gained by Russia both in Pridnestrovie and in other flash points is evident,” Co-Chairman of the JCC from Pridnestrovie summed up.
