Tiraspol, February 10. /Novosti Pridnestrovya/. The Law on State Support for Young Families, adopted last week, was commented by Deputy Prime Minister Stanislav Kasap in the air on the First Pridnestrovian TV channel. It`s about the granting loans to acquire housing for public sector employees.
It should be recalled, the PMR Government was the author of this initiative. This issue was consistently raised during the meetings of Prime Minister Alexander Martynov with members of public organizations.
“Loans for young families will be granted in such a way that part of the loan principal and interest are repaid by the state,” the Deputy Prime Minister explained.
He also noted that the state plan to grant subsidies to certain categories of citizens: doctors, teachers, local police inspectors, penal enforcement personnel and the Ministry of Defense officers.
“These spheres were chosen because there personnel issue is most acute,” Stanislav Kasap emphasized.
In 2020, 15 million rubles were allocated for lending to young families. It is planned that due to these funds a little more than 200 families will be able to acquire housing. At the same time, specialists who will be provided with subsidies are required to work in public authorities for 10 years.
“Thus, we assign the specialists we need in these priority spheres at workplace for 10 years. The second goal of the law will be realized this way, it is to ensure the personnel of healthcare institutions, education, law enforcement and law enforcement agencies. The place of employment can be changed, but within the framework of the public sector,” the Deputy Prime Minister said.
In addition, there are several more conditions to obtain housing subsidy: holding the PMR nationality; lack of own housing for three years at the time of application; the age of one of the young family members must not exceed 35 years.
It should be noted that the law establishes a different amount of subsidies depending on the number of children. Thus, a family without children can claim amount equivalent to 10 thousand US dollars, a family with 1 child - 12 thousand US dollars, a family with two or more children - 14 thousand dollars.
“We made preliminary calculations on the example of a two-room apartment. If it costs 15 thousand dollars and a loan is taken for 10 years, then the monthly payment for a family without children is 1,502 rubles, for a family with one child is 1,186 rubles and for a family with two or more children is 870 rubles. This is less than the monthly payment for a rented apartment,” Stanislav Kasap said.
Presumably the Law on State Support for Young Families will come into force in the spring. It is planned that this program will be long-term.
“We will continue this program and expand it to other categories of citizens depending on the practice of this law execution, on how citizens will be satisfied with the work of this program. If we apply such measures on an ongoing, annual basis, I assume that there will be no people in the republic who do not have home at all for a maximum of 10 years. Of course, we will try to resolve this issue sooner,” Stanislav Kasap emphasized.
To date, more than 10 thousand people throughout the republic are on a waiting list to get accommodation.
