Supreme Council condemns Moldovan declaration on Russian peacekeepers withdrawal

This reflects Kishinev's strategy to fuel the conflict and bring it into a "hot phase", as well as Moldova's inability to make positive decisions on economic and humanitarian issues, says MPs' statement

Tiraspol, 21July. /Novosti Pridnestrovya/. The Supreme Council has condemned a declaration by the Moldovan parliament on the withdrawal of Russian peacekeepers, calling it a reflection of Kishinev's strategy to destabilise the situation, fuel the conflict and bring it into a «hot phase». In the meantime, Supreme Council notes that this approach keeps within the logic of the previous destructive steps, including a decision by Moldova's Constitutional Court and the expulsion of Russian diplomats working in the Joint Control Commission (JCC).

«The leadership and members of the supreme legislative body of the PMR take the view that the unique tripartite peacekeeping operation is the most important stabilising factor in the relationship between Pridnestrovie and Moldova, the fundamental guarantee of peace and security on the Dniester," says the statement, published on the Supreme Council's official site.

Pridnestrovian MPs has called the declaration adopted by the Moldovan colleagues a «public démarche» to distract the international community's attention from Moldova's inability to achieve positive solutions for economic and positive issues in Moldo-Pridnestrovian dialogue.

MPs expressed their solidarity with the position of Russia's State Duma, which denounced calls to transform the existing peacekeeping operation and any action to obstruct the JCC's work.

The Supreme Council also recalls that the joint statement of the presidents of Russia, Moldova and the PMR of 18 March 2009 asserts the possibility of transforming the peacekeeping operation exclusively in the context of a final political resolution of the Moldo-Pridnestrovian conflict.

«Thus, any decision in this sphere may not be unilateral but must be taken in prescribed manner — at the level of the heads of states of the three sides of the joint peacekeeping operation," says the statement.

The Moldovan parliament has adopted today a declaration on the withdrawal from Moldova of the Russian peacekeeping contingent. The document also calls on international organisations and mediators in negotiations on the Moldo-Pridnestrovian settlement «to initiate political discussions on the transformation of the peace operation into a civilian mission under an international mandate.»

Earlier, Moldova's Constitutional Court equated the Russian military in the region to occupying forces. A number of Russian diplomats, including Russia's military attaché in Moldova, were expelled from the country.
