Pensioners receiving Russian pensions may have seniority allowances in PMR

Tiraspol, 15 November. /Novosti Pridnestrovya/. President Yevgeny Shevchuk submitted in the regime of legislative emergency a draft law «On compensatory payments for seniority acquired in the Pridnestrovian Moldavian Republic to the separate categories of pensioners in the PMR».

According to the explanatory note, the law has been developed in connection with numerous complaints from citizens and seeks to restore social justice.

The bill provides for the payment of a monthly allowance for seniority in Pridnestrovie which was not taken into account when granting a pension under the legislation of a foreign state. The right to receive this compensation is granted to pensioners permanently residing in the PMR and receiving an old-age or disability pension in a foreign state.

The amount of compensation will be determined in compliance with the law «On state pensions in the Pridnestrovian Moldavian Republic».

The monthly allowance is only available for citizens whose seniority record in Pridnestrovie is over five years.

If the bill passes the Supreme Council, it will come into force from 1 December 2016.

«According to preliminary information, in the case of the adoption of this draft law, over 35,000 citizens will be able to exercise the right for compensation under the bill. Besides, some of these pensioners will be able to exercise the right to receive a pension in a foreign state if they remain entitled to receive compensation for the period of employment and seniority in the Pridnestrovian Moldavian Republic», states the explanatory memorandum to the bill.

The average amount of today's pension is 1,355 roubles. In the case of assuming a foreign state pension, the average amount of compensation will be around 490 roubles.

As Yevgeny Shevchuk noted earlier, this bill may prompt Russian citizens in the PMR to exercise the right for a Russian pension and may increase the financial security of the Pridnestrovian pension fund, whereas additional resources might be used in the future to raise pensions for Pridnestrovians with more seniority.

«People have given many years [of their life] to the state and have the right for a deserved pension in Pridnestrovie," said Yevgeny Shevchuk on the First Pridnestrovian TV channel on 4 November.
