Yevgeny Shevchuk sets out domestic priorities

Tiraspol, 20 May. /Novosti Pridnestrovya/. The problems of economy, employment and demography, the adjustment of tax legislation are the main priorities of Pridnestrovie's domestic agenda, Yevgeny Shevchuk said in his annual state-of-the-nation address.

The president explained that the adjustment of tax legislation is necessary because, according to competent experts, it has become obsolete since 2001 and does not provide instruments for fairly levelling out the tax burden on types of activities.

«The current tax system protects the interests of big trade enterprises and benefits only them. Any adjustment of this economic policy without changing laws is not possible," underscored Yevgeny Shevchuk, recalling that the government had made three attempts to amend the current tax legislation.

Also among domestic priorities is, according to him, «real, and not declarative, changes in antimonopoly legislation aiming to create conditions for competition and the protection of the state, people and budget against the dictates of big monopolists or enterprises dominating the Pridnestrovian market, the protection of domestic manufacturers against the dictates restricting access to retail outlets».

One of the most important domestic issues is «the implications of transferring from the socialist form of development and public property to the capitalist form where the chief production assets are private as a result of the privatisation conducted in 2003−2009.»

«The change in the sphere of ownership of the means of production, the expansion of the private sector of economy, which accounts, according to various estimates, for up to 90% of all assets, transform the employer-employee-state relation, and the change of ownership has created the private economic basis of the existing political system," said the president.

According to him, it is also necessary to expand the framework of legal protection for private companies' employees.

«There are increasing signals about the application by some enterprises of methods of economic 'slavery'," said the head of state, adding that it is necessary to draw up an efficient strategy and responsibility for market economic performance.

«Here we must take into account the impossibility of permanently subsidising private businesses, the futility of constantly subsidising public utilities infrastructure without systemic changes in the principles of providing services in this sphere, as well as without own financial sources. There are a great number of various bonuses and subsidies in the legislation which do not often correlate with the ultimate result," noted the head of state.
