Russian pension bonuses paid out at an amount of 49 million roubles

Tiraspol, 17 May. /Novosti Pridnestrovya/. Russian pension bonuses have been paid out at an amount of 49,627,479 roubles, the minister of social security and labour, Yelena Kulichenko, told a PGTRK journalist.

The payment of Russian bonuses commenced in March 2016, during which the whole amount for the 1st quarter was paid out at the same time instant. At present, the payments are made according to the pension delivery schedule.

«This humanitarian assistance is strictly target oriented. Such issues are not in any way solved in secret or behind the closed doors. This information is transparent and open for public inspection. The payments are made as intended: every pensioner who has the right to get it receives it in proper time," said Yelena Kulichenko.

Russia has provided humanitarian assistance to the PMR citizens since 2008. It should be noted that from 2008 to 2012 these payments were regulated by the Supreme Council's decree. From 2012 to the present they are within the jurisdiction of the government.

Governmental Decree No. 68 of 10 July 2012 «On peculiarities of the distribution of humanitarian assistance supplied by Russia to the PMR, which is transferred to the accounts of the Government of the PMR in 2012−2016, and procedures ensuring control over its spending» is on open access, and any citizen can read it.

This document, according to Yelena Kulichenko, as well as the Supreme Council's earlier decree, defines the categories of citizens who have the right to receive monthly humanitarian aid supplied by Russia. These are the citizens of the republic who are registered with the Unitary State Fund of Social Security, who are about 127,000 in number as of today. They receive different types of pension: labour, social, etc., as well as persons who are registered with the corresponding pension services of the Ministry of Defence, the Ministry of Interior, prosecution authorities and so on.

«There is no selective approach: the government determines the categories of citizens which are paid pensions pursuant to the PMR's legislation. There are also citizens who live here, but receive pensions in other countries. Russian pension bonuses are only granted to the pensioners who receive pensions in our republic," the minister explained.

«In this way the payments have been made since 2008, which is why we can't say that the rights of any category of citizens are infringed," added Yelena Kulichenko.

The allocation of a tranche of Russian humanitarian assistance was confirmed this February during the visit of the Pridnestrovian president, Yevgeny Shevchuk, to Moscow and his meeting with Russia's deputy prime minister and presidential envoy on Pridnestrovie, Dmitry Rogozin.
