Tiraspol, 20 April. /Novosti Pridnestrovya/. Last Friday, 15 April, the 2016 budget draft law, passed by the Supreme Council, was submitted to the Presidential Administration. Now the head of state has two weeks to sign it into law.
After amending the budget draft law, MPs declared they had found 1.1 billion roubles to cover the social items deficit. The government does not share lawmakers' optimism, arguing that the most part of this amount will not come to the budget due to impracticability of deputies' amendments. According to the Ministry of Finance, only a fifth of the announced amount is secured with funding sources.
«I am going to sign the law, the most part of it, but I will veto some budget items, including those which are not going to be profitable in 2016, according to economic and finance ministers," said Yevgeny Shevchuk.
The head of state noted that, according to the government's estimates, the budget will fall short of revenues at about 700 million roubles, and this year is likely to see a considerable drop in tax receipts as compared to 2015.
«We can forecast that the initially estimated receipts won't be received in full volume either," added the president.
Besides, Yevgeny Shevchuk noted, the budget does not fully cover the procurement of medications for the healthcare system.
«There are loan payable issues relating to food and medications. There are also 2016 debts which are not repaid due to delays in salary payment in some districts," said the president.
«We'll try a careful approach to problematic issues. We have preliminary remarks about some items of the budget. A veto mechanism may be applied to such items, with our position on this items being later estimated and laid off in a corresponding document," concluded Yevgeny Shevchuk.
