Pridnestrovian System of representative authority bodies may be more integrated

A draft law regulating the interaction and coordination of representative authority bodies have been approved for the first reading by the relevant committee of the Supreme Council

Tiraspol, 3 March. /Novosti Pridnestrovya/. The system of representative authority bodies in the PMR may be more integrated. Today the Supreme Council committee on local government and public utilities have recommended the parliament to approve on first reading a draft law «On representative authority bodies and local government».

It should be noted that the Pridnestrovian legislation already has the law «On local authorities, local government and state administration in the PMR» regulating this sphere. However, according the author of the bill, chairman of the committee on public utilities Oleg Vasilaty, passing the law highlighting the whole system of representative authority bodies will enhance the coordination among its components.

The lawmaker noted that the constitution provides for the system of representative authority bodies with the Supreme Council being superior, but it does not specify the way this system must function.

«There is no common term for the representative authority; it is not clear how it is organised, what functions it performs, how it performs coordination. After all, if there is a system, it must be coordinated someway. All these aspects are not stipulated in the one document, and some of them are not regulated in the legislation at all», said Oleg Vasilaty, presenting his draft law to his committee mates.

The draft law provides for horizontal and vertical interaction between representative authority bodies. It particularly specifies the procedure of convoking a congress of people's deputies at all levels and the organisation of the presidium councils of representative authority bodies.

The bill also emphasises the supervising role of the Supreme Council as the superior representative authority body. However, heads of municipal and district councils, who also attended the committee's meeting today, noted that the draft law requires an amendment that this supervision by the Supreme Council or any other superior councils over inferior councils should be undertake within the limits set by the constitution and legislation, otherwise the principle of the independence of local councils will be infringed.
