According to Yevgeny Shevchuk, Budget-2015 was passed without considering real sources of financing.
«Expenditure items weren't balanced with the income. It is about 50 million dollars. Besides, budget income lost about 80 million dollars due to the tax payments reduction," the Head of state told.
According to the current circumstances, the President noted, that political will was necessary to make unpopular decisions despite the risk of taking biased criticism».
Yevgeny Shevchuk emphasized that, in order to stabilize a situation, the Government had to withhold 30% of salaries and pensions. However, the efforts to employ additional resources in economy are made.
10% taxation of the offshore transfers will be one of such sources, according to the President. The Head of state also noted that such measure would be temporary.
«An aim of business is to earn money. An aim of a state is to redistribute income in order to help the disadvantaged and to carry out its functions," Yevgeny Shevchuk emphasized.
Nevertheless, the state doesn't leave private business to its own devices and aims to support it. In particular, the large enterprises are provided with energy resources at below-market prices.
«Many enterprises are competitive only because they get cheap energy resources," the President emphasized.
Along with measures for economic situation stabilization, it is important to improve management to be more flexible facing external challenges, the President considers.
The Head of state expressed gratitude to the Russian Federation for political and financial support. In his opinion, Russia's help will expand economic opportunities of Pridnestrovie.
Also, according to Yevgeny Shevchuk, to deal with the current situation it is necessary to solve system economic problems of the republic and to cut down expenses on energy resources through modernization of energy consumption systems.
