President reported on elaboration of legal acts aimed at charging offshore transactions

The first deputy prime minister reported to the president on the elaboration of legal acts aimed at charging transactions with offshore companies. Maya Parnas underscored that offshore duty revenues, accumulated in the Social Stabilising Fund, would be allocated to the payment of salaries and pensions. It should be mentioned that, following the presidential decree, since 1 October 2015 salaries and pensions will be paid in the amount of 80% of accrued sums in compliance with the established schedule.

According to the president's press office, it was noted at the meeting that the country's socio-economic situation remains depressed. In eight months of 2015 the decline in tax revenues volume from the major economic agents amounted to 300 million roubles. According to the government's forecasts, the year of 2016 will be difficult as well.

«However, as before, the whole country will provide resources for paying pensions and salaries to public sector employees," underscored Yevgeny Shevchuk.

The finance minister informed the president that in eight months tax revenues to the budgets at all levels had amounted to 2 billion roubles. And at the same time, about 2.8 billion roubles were allocated to the payment of salaries, pensions and allowances. The tax revenues of the Unitary State Social Insurance Fund amounted to over 800 million roubles in this period, whereas over 1.3 billion roubles were allocated to the provision of pensions. At present, the disproportion between pensioners and employed citizens presents a very acute issue. There are 48,000 of real economy employees against 140,000 pensioners Pridnestrovie. «We observe the disproportion between the revenues of the Unitary State Social Insurance Fund, as well as those of Pridnestrovie's consolidated budget," noted Yelena Girzhul. «This has led to arrears in social payments. By 1 October the total amount of arrears had made 730 million roubles, of which 672 million is arrears in pensions and salaries.»

During the meeting it was emphasised that the support of the country's economy requires the approval of the whole package of legal acts in order to increase the budget revenue and provide stable payments of salaries and pensions. Among such acts are the draft laws submitted by the president and the government to the Supreme Council for consideration. At the same time, legislative inconsistencies in the course of the provision of the budget for the next fiscal year have not been eliminated so far. «Due to legal collisions, the Supreme Council is deprived of the opportunity to fully perform its functions. Now the MPs campaigning for the upcoming elections cannot use their position as acting authorities. The gap in the legislature blocks the work of the Supreme Council," as it was noted at the meeting. The president highlighted the necessity of lifting legislative barriers which prevents publicly important decisions from being taken.
