President Yevgeny Shevchuk has signed a number of decrees aimed at promoting interests of the domestic agricultural producers in 2015
According to the decrees, a seasonal import duty on eggs and export duty on soya beans and wheat, flax, sunflower and rape seeds have been raised. The import duty on potatoes, flour and cereals has also been revised, the State Customs Committee press service reports.
According to Presidential Decree No. 434 of 31 December 2014, the seasonal export duty on wheat, flax, sunflower, rape seeds and soya beans has been introduced since 1 January 2015. The duty was imposed on the basis of the government's proposal in order to fill the home market with domestic oil and fat, and grain production. The rate of this seasonal customs duty is combined and makes 1% of the customs value, but no less than $2 per ton. According to the decree, the present tariff measure will remain valid in the course of three months.
The seasonal customs duty has also been introduced on eggs imported to the republic since 4 January 2015 (Presidential Decree No. 431 of 31 December 2014). Its rate is fixed at 11% of the customs value, but no less than $10 per 1,000 eggs. This seasonal customs rate has been introduced in order to protect the domestic market and will remain valid in the course of six months.
As part of support measures for domestic producers, the revised import customs duties on potatoes (TN VED 0701 90 900), flour and cereals (TN VED product item 1103) came into effect on 7 January 2015. They were imposed by Presidential Decree No. 432 of 31 December 2014. Thus, the combined customs duty rate is applied to potatoes in the amount of 15% of the customs value, but no less than $0.01 per kg; to wheat flour and grits in the amount of 7% of the customs value, but no less than $0.05 per kg; to flour and grits of other cereals in the amount of 5% of the customs value, but no less than $0.05 per kg.
