Fiscal monitoring system to be implemented in Tiraspol

The innovation is to minimize tensions between individual entrepreneurs and monitoring agencies

In the past month experts from Tiraspol's State Administration  and dedicated authorities have inspected the city's shopping places in order to check traders' licences.

"20-25% of the total amount of checked shopping units either do not have a licence or use it for purposes other than intended," Sergei Ponomarenko, a deputy Head of the Tiraspol and Dnestrovsk State Administration, reported the results of the monitoring.

As was noted by market and commercial centre managers present at a State Administration session, at present there are too many controlling bodies and supporting documents, which results in irritation and tensions between individual entrepreneurs and monitoring agencies.

"To avoid irritation and at the same time to comply with the current  legislation, it is necessary to establish cooperation between monitoring agencies and shopping unit administrations," Oleg Dovgopol, a Tiraspol market's director, underscored.
As was noted by AndreyKhlystal, Head of Municipal Trade, Transportation and Foreign Economic Department, a fiscal monitoring program is going to be implemented which will show payment status and allow fiscal authorities to run spot checks when violations are identified.

"This will be a database capable of monitoring in real time the receipt of payments (for the licence, ed.) from banks and registration of individual entrepreneurs at the Registration Chamber. Up to now the information has come to fiscal authorities over a period of 10-15 days, which makes their work substantially difficult," the head of the department noted.

According to him, the implementation is to begin in a month when a corresponding governmental regulation is issued. The software has already been developed, and the necessary equipment has been bought.

Until the project is finally implemented, market and commercial centre administrations will provide information in a special form to the city authorities on entrepreneurs' activities at their shopping places.
