Tiraspol, 23 June. /Novosti Pridnestrovya/. Today, President Yevgeny Shevchuk was the guest of the Journalists Invite TV show. The head of state answered on live TV the questions of Pridnestrovian journalists.
With regard to the current state administration system, the president particularly noted that under the guise of allegations that the president did not sign some laws, Supreme Council members propose to empower the parliament to sign laws.
«It turns out that the following administration scheme is being worked out, though formally it already exists, when with no regard for the government and president's opinion, a law can be drafted, quickly passed and, upon the president's refusal to sign it, enacted. In other words, these are the signs intrinsic to the parliamentary republic," said Yevgeny Shevchuk.
The president underscored he stands for a constructive dialogue. «It does not mean the president is always right, he may be wrong, but some weighty arguments should be presented," said Shevchuk.
«And what do we have in practice? The discussion of MPs' requests and responses to them takes an hour or two, or even longer, and the discussion of draft laws takes nearly nine minutes. Nine minutes comprises reading the bill, official opinion on the bill and opening the debate. Yes, if there were solutions to the budget and foreign currency issues, we could say in this case that these solutions have been well elaborated, hence the pace of considering draft laws. But if the decisions failed to lead to the appropriate result, it means that there are some system inconsistencies. Therefore, some draft laws amending the constitution aim in fact at establishing the parliamentary republic," said the head of state.
The president believes that changing the foundations of the constitutional arrangement and state administration system should not be done behind closed doors and should not be imposed by the minority. Yevgeny Shevchuk emphasised that the president had been elected by double the number of electors than those who had voted for the parliamentary majority.
«And when the minority is imposing their will on majority representatives, it is not, to put it mildly, quite democratic. Such a democratic parliament which is no place for discussion. The discussion of optimal solutions that predetermine the necessity of voicing various opinions and solution variants… The people have delegated authorities to both MPs and the president to resolve problems rather than cause scandals. Political discussion is inevitable, but it should be held in a constructive vein, and there are corresponding procedures to achieve it," underscored Yevgeny Shevchuk.
