Prime Minister instruct to develop plan for the Interdepartmental electronic document workflow

About 42 institutions and ministries are connected to the state information system

Tiraspol, February 9. /Novosti Pridnestrovya/. The information on the State Information System “Interdepartmental Electronic Document Workflow” (SIS “IEDW”) implantation in the period 2018-2020 was presented to the Head of Government Alexander Martynov. The Deputy Prime Minister Stanislav Kasap as well as the Ministry of Digital Development leadership took part in the online working meeting.

According to Deputy Minister of Digital Development Alexander Dimitroglo, initially in the electronic document interchange process were involved only three participants. Currently, their number in the State Information System (SIS) was increased by another 39 participants. Until the middle of last year, there was ministries and departments’ gradual involvement.

The increasing in the participants’ number also led to volumes growth in the electronic document workflow. Thus, in the year of 2018, for instance, it was 13.5 thousand documents, in 2019 about 72.4 thousand. The growth during this period amounted to 534%. The total number of transferred electronic papers in 2020 reached 137.2 thousand.

In August last year, a key document, regulating the State Information System “Interdepartmental Electronic Document Workflow” work was adopted by the Government. It’s in it, that the scope of persons, who have the right to sign documents, is identified. Among them are the heads of ministries and departments, as well as their deputies.

The decree stipulates the enhanced qualified signatures and a time stamp compulsory using. In addition, the document appearance, requirements for its creation and the procedure for electronic document workflow have been determined.

During the meeting, plans for 2021 were also discussed.

“First of all is necessary to engage new participants of the SIS “IEDW” in the quantity of 9 units. In the total amount there are eight councils of towns and regions people’s deputies, including the Pridnestrovian Republican Bank, the Deputy Minister of Digital Development reported.

The judicial authorities also showed their interest in the electronic document workflow. It’s planned to organize a SIS entry point on the Judicial Department basis at the Supreme Court.

Moreover, the information exchange possibility not only for the main institution, but also for its structural divisions will be developed and implemented. This will allow departments of the Civil Status Registration Office, Public Education Department and regional archives to reach a new level of interaction and improve the quality of organizations work.

As any introduction, the Interdepartmental Electronic Document Workflow caused difficulties during its implementation. However, all the rough edges are eliminated by the methodical work in software problems solving.

 “We need to move forward with an evolutionary path, because the problem is not acute,” Stanislav Kasap noted.

At the moment, a hard-copy document workflow has been minimized.  Documents in print are transferred, only having the corresponding rubber stamp.

The Prime Minister Alexander Martynov requested to prepare a development plan for the Interdepartmental electronic document workflow for the current year by the end of February.

 “In this document it’s necessary to prescribe in details who and when is connected, what subordinate organizations within ministries will be connected. Moreover, it should be in the form of a current year’s work plan including a time indication and responsible executives,” Alexander Martynov emphasized.
