Tiraspol, December 7. /Novosti Pridnestrovya/. In the 6th convocation, the deputies of the Supreme Council Committee on legislation, law-enforcement agencies, protection of the rights and freedoms of citizens considered draft bills aimed at supporting Pridnestrovians, as well as in the field of road safety, exercising control functions by the Supreme Council and other issues, the parliamentary press service reports.
Supporting Pridnestrovians
The categories of Pridnestrovians, who can receive a postponement of military training have been expanded. It can be given to parents of children under 3 years old or disabled children. Those who do compulsory military service and at the same time studying at the university are exempted from tuition payments for the entire period of service in the army. The state covers the expenses for the education of conscripts.
Confirmed the norms stipulating, that obtaining a passport of a citizen of the PMR for the first time will be free, independently the recipient’s age. Orphans and children deprived of parental care are also exempted from paying the state duty for the registration and issuing of the PMR passport and the form No. 9 certificate. There are also other benefits for payment of the state duty for registration and issuance of a passport of a citizen of the PMR.
Road safety
It’s now possible to willingly pay a fine for traffic offenses for up to 20 days. Previously, the term was up to 10 days. Willingly payment stipulates, that only a half of the fine is paid.
For a making an offence, a traffic warden can no longer document and exact a fine at the scene of the incident, which means, that the corruption element is excluded. If the driver agrees with the offense, the inspector doesn’t draw up a protocol. A decision is made to impose a fine. It can be paid, including at a discount, within 20 days through bank departments or by noncash settlement.
The procedure for conducting photo-video recording of offenses has been clarified. The deputies of the Supreme Council initiated the amendment of the law “On road safety” due to the large number of citizens’ appeals. Now it’s allowed to carry out photo and video recording of offenses on official vehicles without rotating warning lights and colour designs applied to the car in stationary mode in the range of the “Photo and video fixation” information sign. This sign must be at least 50 meters away from the camera installation site. The visibility distance of the information sign must be at least 100 meters. Its coverage area is to the nearest intersection.
Drivers can pay a fine for phone calls and typing in messengers while driving. The ban itself has been spelled out in the PMR traffic laws since 2017. Due to the deplorable statistics of road accidents, it was decided to introduce administrative responsibility for using a telephone, that is not equipped with a telephone headset. For the first offense – a fine of 92 rubles, for a second offense – 552 rubles. To establish such an offense, a traffic warden cannot use video recording equipment and other electronic devices.
Control functions
At the legislative level, the institution of parliamentary investigation is enshrined as one of the main forms of implementation by the Supreme Council of its control functions, provided for by the Constitution of the PMR. Correcting the legislation, the deputies focused on the fact, that the parliamentary investigation will only be carried out in relation to decisions of great public importance and causing damage to the state.
According to numerous applications from voters, the administrative responsibility for unjustified refusal to receive or consider applications from citizens has been strengthened. The initiative was adopted, so that neglectful employees of state and municipal institutions can be made liable.
On the role of peacekeepers, requirements for the public defender and optimization of the number of deputies.
For the denial of the positive role of the peacekeeping mission of the Russian Federation in the Pridnestrovian Moldavian Republic, criminal liability has been introduced. It may involve those, who publicly express clear disrespect for Russia’s peacekeeping mission in Pridnestrovie, distorting the positive role of peacekeepers or belittling Russia’s merits in maintaining peace, security and stability in the PMR.
Additional requirements have been established for a candidate for the post of Commissioner for Human Rights in the PMR. Now it’s necessary to have a higher professional education and work experience (service) in the legal profession or activity in the field of protecting human and civil rights and freedoms for at least seven years.
The number of deputies of the Supreme Council has been optimized. In the seventh convocation, the interests of Pridnestrovians in parliament are represented not by 43, as before, but by 33 deputies. The number of deputies of local councils has also been reduced. The purpose of the changes is to reduce the budget expenditures of the republic.
