'It is important to implement all the agreements reached in the negotiation process'

President Vadim Krasnoselsky and Minister of Foreign Affairs Vitaly Ignatiev discussed the work of the expert groups of Moldova and Pridnestrovie

Tiraspol, 15 August. /Novosti Pridnestrovya/. The foreign minister informed the president about the work of expert (working) groups and progress in the implementation of the protocol decisions which were earlier signed by the sides.

The president especially noted the progress achieved in discussing possible ways to resolve significant issues of the negotiation process. According to him, these positive dynamics create a good basis for steady progress.

"It is important not only to find mutual understanding but also to implement all the agreements reached in the negotiation process. Both Pridnestrovie and Moldova are responsible for that. And if questions arise as for failures to comply with the commitments, this should not be overlooked but escalated to expert working groups for discussion," stressed the president.

Despite the fact that many issues of the negotiation process have been settled, Pridnestrovie and Moldova have to come to an understanding a number of other important areas as well, the president's press service reports.

"You should not engage in political battles. The '5 +2' should work to solve the problems of people living on both banks of the Dniester. These questions have been accumulating for decades. And today we must keep our fingers on the pulse in order to understand which problem at the moment requires prompt response and solutions," said Vadim Krasnoselsky.

"There are no problems with Moldovan farmers"

The foreign minister recalled that the Pridnestrovian side had fulfilled the necessary conditions and its obligations to start the mechanism of access to land plots on the territory of Dubossary District. Currently, Moldovan farmers have already started the cultivation of 5,300 hectares according to the permits issued by the Dubossary State Administration.

"There are no problems in this. The issue of the remaining plots is being settled. First of all, at the level of the Moldovan side, because there are questions from farmers, landlords and tenants of these land plots," said the foreign minister.

Vitaly Ignatiev briefed the president about the meeting of an expert group on crime control, during which the parties discussed the topics of politically motivated criminal cases, the need for their termination and the exchange of relevant lists.

"We do not see any enthusiasm on the part of Moldova so far, which is why we continue to do our best to solve this problem. In particular, Pridnestrovie insists that the Moldovan side at the practical level fulfil the commitments enshrined in the Protocol decision on land use as regards the termination of the criminal cases that were initiated because of Dubossary's land plots. We expect specific actions from the Moldovan side. Moreover, these commitments were publicly confirmed at the level of the last "5 +2" meeting and at the level of expert (working) groups that worked a few days ago," said the foreign minister.

Neutral licence plates

Active work is being carried out within the framework of the agreement on the registration of Pridnestrovian vehicles to enable them to participate in international motor traffic.

According to the minister, visits are made to the places where the relevant registration points will be located; the necessary equipment is being purchased for them. The minister underscored that all negotiation participants are aimed at launching the mechanism on 1 September.

Import of medications

Over the past few weeks meetings of expert (working) groups on health issues have been held, the main topic of which was the problem of import of medications and veterinary preparations. In particular, the sides are determining and synchronising the registries.

"It is apparent that a significant number of imported medicines in Pridnestrovie and Moldova do not coincide so the implementation of any measures of control at the border crossing Kuchurgnay could lead to irreparable consequences for the supply of the Pridnestrovian population," said the foreign minister.

Fuel supply

The organization of fuel supplies along the northern section of the Pridnestrovian railway became one of the topics of the recent meeting of expert (working) groups on rail transport, the minister said.

"In addition, there is an urgent need related to the increase in the volume of railway supplies. In this direction, there is quite good dynamics, but for the time being, we are still far from developing an optimal form of solving this problem. Pridnestrovie says that any non-tariff barriers that impede the development of the economy and create problems for economic entities should be unconditionally lifted," Vitaly Ignatiev emphasized.

Telephony and telecommunications

Speaking about the work of expert groups on telecommunications, the foreign minister said that at their last meeting a corresponding roadmap was signed in accordance with the Rome protocol.

According to the minister, the document suggests that the Moldovan side, in particular, should determine the frequency distribution parameters, which is one of the most problematic issues. Vitaly Ignatiev stated that at the moment there are no meetings of expert (working) groups because the representatives of the Republic of Moldova are not yet ready to give an answer within the framework of the adopted "roadmap". But the work does not stop at the technical level, negotiations on telecommunications with representatives of the OSCE are underway, the minister added.

"The Moldovan side solves this issue with specific economic agents in the field of telecommunications. We expect that in the very near future we will receive a concrete answer in fulfilment of the obligations assumed by Moldova in this matter," noted the foreign minister.
