Tiraspol, 12 February. /Novosti Pridnestrovya/. As the SCC press office reports, following a meeting of the Supreme Council committee on entrepreneurship and industry, it was decided to recommend the deputy corps to pass in first reading a draft law excluding from the customs code Article 271−1, which provides for free registration of foreign economic contracts at the customs office at the location of the economic agent in the Pridnestrovian Moldavian Republic.
SCC representatives also took part in the committee's meeting. They cited a number of arguments to prove that the exclusion of this preliminary procedure, which actually speeds up the process of basic customs clearance and removes extra costs, would result in new risks for economic agents. Their reasons, however, remained unheard.
This is why, in connection with possible changes in this part of the customs legislation, Pridnestrovie's SCC considers it necessary to draw economic agents' attention to the necessity of being more careful, when preparing foreign economic agreements (contracts) which they are to submit to a customs body along with customs declarations. They must fully comply with all the existing requirements as related to the correctness of bank details and the identity of information to that indicated in customs declarations, as well as exclude technical errors.
«In the event there are any discrepancies and misprints in the foreign economic contract, the economic agent is obliged to correct them within four hours, the term provided for by the Pridnestrovian legislation for revising the customs declaration. If it is impossible to correct discrepancies in the declaration, the customs officer will have to ban the export of goods. As a result, the declarant will have to declare his goods again, paying a duty for customs clearance," SCC explains.
Besides, in case this bill is approved by the Supreme Council, the current procedure of document preparation will also change. Along with the original contract, it will be necessary to submit a contract copy, as well as copies of all specifications, supplements and enclosures which are integral part of this contract.
«The State Customs Committee is interested in enhancing the customs code with the aim to facilitate foreign economic operations. It is essential that the approved amendments achieve this aim rather than create additional problems for economic agents, throwing them many years back to paperwork," underscores the statement.
