Tiraspol, November 30. /Novosti Pridnestrovya/. The State Management Company (SMC) presented to the Government the results of work for 2020, as well as plans for the next year.
Some audit arrangements at public sector enterprises, developing business plans for each of them, providing consulting assistance – are the major features of the State Management Company. SMC has been operating since 2017 and during this time it has removed a number of state assets from the critical situation, which today are showing good results. The director of the Management Company Viktor Doborov describe this to Prime Minister Alexander Martynov.
The head of the SMC held a retrospective review of the organization’s establishment, which responsible for the activities of government-sponsored enterprises. Poor financial condition, vague responsibility for their management, lack of an effective mechanism for regular monitoring and analysis – this is not near a complete list of problems, that were revealed in 2017. For this reason, the principles of corporate governance have been introduced in state economic entities. Enterprises were ranked into several groups.
The first included those, that can operate as state-owned enterprises, the second – those in need of serious financial injections from outside, the third – enterprises without any prospects for further activities.
According to Viktor Dobrov, business plans have been developed for the enterprises of the first group and a development strategy has been defined. They conducted audit arrangements of financial and economic activities, financial reporting, consulting on economic and financial planning, work on reviewing procurement contracts, and so forth.
For three years, 17 state-owned enterprises were passed under the control of the SMC. Among them are CJSC Bendery Bread-Baking Complex, CJSC Bread-Baking Complex in Rybnitsa, CJSC Kamenka Canning Factory, OJSC Bendery River Port, OJSC Scientific Industrial Enterprise of electrical device, OJSC Autostations of Pridnestrovie, OJSC Tirnistrom, CJSC “Odema” named after V. Solovieva.
Turning to the economic effect, Viktor Dobrov emphasized, that the increase in tax payments of these enterprises is much higher than the indicators until 2017. Moreover, many of them started making profits for the first time. In 2020, the budget received 3.5 million rubles in the form of dividends. For three years (2018-2020), the budget received a little more than 37 million rubles in the form of taxes, dividends and debt repayment. At the same time, expenses for the maintenance of the State Management Company itself amounted to 2.5 million rubles per year.
In addition, the specialists of the State Management Company during 2020 were engaged in risk management at public utilities: Municipal State Unitary Enterprise “Tirasteploenergo”, State Unitary Enterprise “Water Supply and Sanitation”, State Unitary Enterprise “Unified Distribution Electric Grids”. The list of enterprises has been supplemented by the State Unitary Enterprise “Pridnestrovie-Les”. Next year, the auditors will begin inspections of Municipal State Unitary Enterprise “Benderyteploenergo”, State Unitary Enterprise “Dnestrenergo”, State Unitary Enterprise “Dubossarskaya Hydroelectric Power Plant”. A large front of work lies ahead with regard to housing maintenance and utilities company, manufacturing work authority of housing and utilities infrastructure and the State Unitary Enterprise “Post of Pridnestrovie”.
It stands to mention, that during the year, the State Management Company reports on each enterprise at the Government control with the involvement of the deputy corps.
The head of Government said, that the State Management Company should work full-time, since the body has proven its effectiveness. Agreeing with the opinion of the Deputy of the Supreme Council Viktor Guzun about a more specific legal implementation of SMC’s activity, Alexander Martynov said, that the Government is developing a relevant law, that would confirm the functionality of the SMC at a higher level.
The Prime Minister thanked the State Management Company’s collective for the performed work.
“You did it and managed to form a team of competent professionals, who know how to work in this direction. Over the years in Pridnestrovie, we have for the first approached the building a relatively transparent and efficient enterprise management system. Finally, we took control of the situation. Of course, there are questions, but what is now and what was – is night and day. This is a complete control over the situation, over transactions, audit, approval of business plans, adequate employment policy, and this is much better than it was,” Alexander Martynov concluded.
