Presidential Address, "Political Self-Sufficiency", Tasks for the PMR Ministry of State Security (Transcript)

Increase efforts to identify, prevent, and suppress intelligence and other activities of foreign intelligence agencies and organizations, as well as individuals, aimed at harming the security of Pridnestrovie, with a focus on the period leading up to and during the presidential elections in the Pridnestrovian Moldavian Republic. Later I will say more on this.
Monitor the security of information constituting state secrets within government agencies, military units, and legal entities, regardless of their organizational and legal form or ownership. Dear colleagues, I appeal to everyone. You must all work to ensure the security of information constituting state secrets. And not be negligent in this regard. Given the development of technical means of intelligence, recruitment, and so on, we are all vulnerable. This must be kept in mind, and efforts must be made to prevent breach in security. The state security agencies and the Prosecutor's Office of the Pridnestrovian Moldavian Republic must monitor, supervise, and conduct relevant activities in this area.
Intensify measures to identify, prevent, and suppress the activities of organized groups and individuals in the information space that pose a threat to the information security of Pridnestrovie. Any information threat subsequently leads to another threat. You understand this from the example of the world order that is taking shape around us.
Continue efforts to minimize traffic delays for citizens crossing the state border of Pridnestrovie, improve the professional and ethical culture and conduct of military personnel, and improve service at checkpoints. A nuance: according to my instructions, border service officers are the senior officers at the relevant checkpoints, and they are responsible for the general operating procedures of any checkpoint. This is understandable. I'll also talk about this, but I'll mention it here nonetheless: we need to work with the Bendery city administration and the State Customs Committee to complete all logistical and infrastructural upgrades at the Causeni and Chisinau border crossing points. This will facilitate the passage of vehicles into and out of Moldova, reduce the time spent at checkpoints, and, of course, strengthen control.
After the start of hostilities, that is, since February 2022, the flow to Ukraine has stopped for obvious reasons. Approximately 90% of all freight traffic goes through Bendery to put this in perspective. 90% of all freight traffic! Think about these numbers. This is the Varniţa direction, this is the Causeni direction, this is the Chisinau direction. 90%. The burden on personnel is corresponding. Therefore, this work needs to be completed and normal transit of citizens is ensured. We'll talk about tourism later, but here are some figures: on weekends, 8000-10000 foreign citizens, mostly Moldovans, visit Pridnestrovie. Where do they go? They go to the historical sites in Bendery, they go to the historical sites in Tiraspol. They come to Pridnestrovie. Of course, this needs to be promoted. Tourism needs to be promoted. This is also the responsibility of the state security agencies.
Please, remember about cross-border crime. To counter extremist and nationalist ideas, as well as radical movements among young people, we will work with the Ministry of Education and the Black Sea Cossack Host to conduct activities in educational institutions in Pridnestrovie to prevent and deter illegal activity.
I would like to immediately set specific goals for the Black Sea Cossack Host. I have always been and continue to be interested in the history of the Cossacks in Pridnestrovie. There is much to discuss. We have revived the Black Sea Cossack Host in Pridnestrovie the host that was organized on the banks of the Dniester River back in the 18th century. We have a long history, a rich historical memory. There are people who identify with the Cossacks, more than 6000 of them living in Pridnestrovie. The Cossacks have their own culture, their own core, their own traditions. On January 24, we marked this tragic anniversary. On January 24, 1919, a decree was signed effectively eliminating the Cossacks as a class. As a result of these repressive measures, according to various sources, approximately two million Cossacks, men and women, were killed. Two million. Essentially, there's only one word for it. But this is our history, this is our memory. Why were the Cossacks exterminated? Why? Primarily for two reasons. First, the Cossacks were feared because they were capable of rapid self-organization. Second, the Cossacks were defenders of the Orthodox faith, against whom the godless regime waged a relentless struggle. The outcome is clear. Based on this, Valery Dmitrievich (Gebos), the MGB, together with the Black Sea Cossack Host, the Ministry of Education, and the Pridnestrovian State University, are to develop a lecture course for delivery in secondary (complete) general education institutions and higher education institutions. Please, invite Cossacks in uniform. Those who are capable of conveying the history of the Cossacks to the people of Pridnestrovie. Please, do this. This year, by the way, in the context of the Year of the Pridnestrovian People.
Next. In cooperation with the Ministry of Internal Affairs, implement measures to monitor the stay of foreign citizens in Pridnestrovie and their compliance with migration registration rules. People are coming to us. As I already said, about half a million Ukrainian citizens have arrived in four years. We must know who is staying and what they are doing. We will always warmly welcome those who come to us in peace into the bosom of the Pridnestrovian people, but if there are any malicious intent, this too must be known.
Continue to implement measures to improve the work of the Counter-Terrorism Operational Headquarters and the management of the counter-terrorism operation, maintain the forces and resources of the operational groups in cities and districts and the counter-terrorism group in readiness to carry out their assigned tasks in countering terrorism. We are talking about the real training of people in modern conditions to counter terrorism and the terrorist threat.
