The PMR President attended the meeting of the Board of the Ministry of Internal Affairs of the PMR
06 Feb., 2026, 13:55Today's meeting of the Board of the Ministry of Internal Affairs of the PMR was an expanded one. Participants included not only the heads of the Ministry of Internal Affairs and all its departments and subordinate agencies, but also the President, senior government officials, and heads of state administrations. The meeting participants discussed the results of operational activities in 2025 and plans for 2026. The keynote speaker was Acting Minister Andrei Barabash. He emphasized that personnel work during the reporting period was carried out amidst heightened terrorist threats, an energy crisis, and challenging weather conditions.
Key figures from the report: 2583 crimes were recorded during the year. Of these, 394 were serious crimes, 193 were especially serious, 1520 were criminal investigations, and 159 were crimes committed in public places. All these figures are lower than the previous year. The number of murders, rapes, thefts, assaults, including grievous bodily harm, extortion, fraud, and car thefts decreased. However, property destruction, robberies, and muggings were higher than in 2024. The clearance rate (for closed criminal cases) was 80.1%.
According to Andrei Barabash, the Ministry of Internal Affairs is seriously concerned about the fight against the illegal trafficking of narcotics and psychotropic substances. 310 criminal cases have been opened for such crimes, 91 of which are for distribution and 16 for smuggling. Two online stores were shut down and five people involved in their illegal activities were arrested last year. Additionally, 60 drug couriers and the organizer of a warehouse where synthetic drugs were packaged and sold wholesale were detained. A total of 4.6 kilograms of "salt" and precursors were seized over the year – over 20000 single doses. 622 administrative protocols were filed for drug trafficking, 495 of which were for drug use. Currently, 506 drug addicts are registered: 475 men, 40 women, and one minor. It was noted that the number of crimes committed by drug addicts has decreased by 25% compared to 2024. Another significant decrease is female crime (down 20%).

Fraud is a pressing issue in today's world. A total of 99 crimes in this category were registered in 2025 (72 solved). A third were cases of telephone fraud. The damage caused by 32 of these crimes exceeded 3.2 million rubles. Twenty-two were solved. Eleven couriers were detained, and four were placed on the wanted list. Cooperation with the communications service provider has been established, a system for informing citizens about suspicious calls has been implemented, and information and preventive work is being conducted using media resources. Over the past year, 1078 calls were received from citizens: residents of the republic reported suspicious events or requested advice.
The Public Safety officers issued 89135 reports, including 2422 for petty hooliganism and 8577 for violating anti-alcohol laws during the reporting period. Public Safety militia units solved 882 crimes. 344 individuals who were wanted were detained, including 111 criminal offenders, 176 state debtors, 49 alimony defaulters, and eight missing persons. 5719 individuals are on the Public Safety Police's special preventive watch list, 465 of whom are minors.

A significant portion of law enforcement's work is preventive in nature. Cooperation with educational institutions has been intensified at the President's direction. Church representatives from various religious denominations have also been involved in the spiritual and moral education of the younger generation. Over 2500 lectures were held in 151 educational institutions for 30000 students (double the number of the previous year). Particular attention was paid to informing young people about the dangers of drugs and the inevitable legal consequences of their distribution. Furthermore, 871 group discussions were held on combating childhood aggression and school violence.
179 people were referred for compulsory treatment at the Medical-Labor Centre over the course of the year: 168 alcoholics and 11 drug addicts. Administrative supervision was imposed on 98 individuals (a total of 339 individuals are currently under administrative supervision). The report covered efforts to improve conditions in temporary detention facilities. The water supply and ventilation systems were replaced, furniture was updated at the temporary detention facility in Tiraspol, sleeping quarters were refurbished at the Slobodzeya and Kamenka facilities.
Environmental militia identified approximately 800 illegal dumps, 704 of which were eliminated, and 654 reports were filed during 2025 raids. They also inspected compliance with forest and subsoil, land, and water laws. Regarding the fight against economic crimes, 390 incidents were identified over the 12 months (25% more than in 2024). Of these, 32 were cases of large-scale embezzlement, and 45 were cases of official forgery. Both figures are significantly higher than last year. Fewer crimes related to counterfeiting banknotes, tax violations, and illegal entrepreneurship were committed at the same time. Andrei Barabash cited specific examples from last year's law enforcement activities. The total damage from economic crimes identified in 2025 exceeded 90 million rubles. 67.7 million rubles were reimbursed.
Selective assessments of tender procedures were conducted at the direction of the President as well as unscheduled pre-investigation checks jointly with the Accounts Chamber of the PMR. Ten criminal cases were opened as a result.
The speaker discussed the activities of law enforcement agencies during the 2025 energy crisis. A republican anti-crisis information center was established at the Ministry of Internal Affairs, operating 24/7. Thirty temporary shelters were set up, designed to accommodate 1325 people at any one time in comfortable and safe conditions. A health center under the Ministry of Internal Affairs provided full support to 100 pensioners and people with special needs during this difficult period. Militia officers assisted in the procurement and delivery of firewood. The Main Emergency Situations Directorate's hotline received 20000 calls. In total, rescuers and firefighters responded 5682 times throughout 2025, saving 25 lives. Fire damage amounted to 3.3 million rubles. Property valued at 32.6 million rubles was saved from fire. Summer open-air fires presented a serious challenge. A special fire-prevention regime was introduced in the republic due to the heat. Fire crews responded to 641 incidents during this period. Firefighters responded to grass fires 355 times, 15-20 times per day between July 9 and August 10, the busiest period.

Watercraft are used for operations. With presidential support, ATVs were purchased for all eight emergency rescue units to help ensure safety along the shoreline. Capital's firefighters have a new mini-truck, the size and maneuverability of which are ideal for dense urban areas. A 32-meter reach aerial ladder truck is expected to be delivered soon. The building of the Main Directorate of Emergency Situations has been renovated. Providing the rescue service with professional personnel is the responsibility of Slobodzeya Polytechnic. It has been training specialists for the Main Directorate of Emergency Situations since 2022. So far, 78 people have completed the training. Currently, 44 students enrolled in the class of 2025 are studying in two programs – firefighting and rescue. The Tiraspol Law Institute, among others, trains specialists in the operation of unmanned aerial systems. Last year, eight students received the qualification of "Unmanned Aerial System Operator" after completing a refresher course. Another 10 are currently mastering this specialty.
A separate section of the report is devoted to traffic regulations. 138 road accidents were recorded on the republic's roads in 2025, resulting in 16 fatalities. 37% of road accidents involved pedestrians (52 incidents, five fatalities), 27% were collisions (37 incidents, two fatalities, 43 injured), and 25% were collisions with obstacles (34 incidents, nine fatalities, 39 injured). 88% of road accidents (121 accidents) were caused by driver error. Pedestrians were at fault in 14 accidents, and cyclists in three. Of the ten drivers who fled the scene of accidents, nine were identified and prosecuted. Over the past year, traffic militia officers have identified 67220 administrative violations. 766 drivers were detained for driving under the influence (under the influence of drugs in 39 cases), 55 of which were repeat offenders. Criminal cases have been initiated against them. Forty-five vehicles have been impounded. The court ordered the seizure of the vehicle in favor of the state in 13 cases. One vehicle has already been transferred to the Ministry of Healthcare.
777 drivers using a mobile phone while driving were identified and prosecuted during the year. 7571 were recorded speeding violations.
346 orders to correct deficiencies in road and street maintenance were issued to state administrations to ensure road safety. 305 of these were implemented. 161 traffic control devices were installed. A targeted survey conducted throughout the republic identified unsafe pedestrian crossings: 9 in Rybnitsa district, 16 in Dubossary district, two in Bendery, and one each in Kamenka and Grigoriopol districts. Another important finding: 90% of intersections lacked priority signs.
The head of the Ministry of Internal Affairs discussed other areas of the agency's work, noting the diversity of tasks performed by its personnel. He focused on the creation of a unified population register. Data on 73000 minors was entered into the program, and information on travel discount users, including 44670 pensioners, was processed. Data on 13899 citizens who were missing from the registry for various reasons was also checked. Andrei Barabash reported that 10605 PMR passports and 1787 temporary residence permits in Pridnestrovie were issued in 2025.
35771 people were registered at their place of residence and 3616 at their place of stay. 1590 people were granted PMR citizenship.
Another important indicator: as a result of the activities of the PMR Ministry of Internal Affairs units, the state budget received 31.6 million rubles.
The ministry's staffing level is 63.9%. The most serious shortages are in Bendery and Grigoriopol militia departments. Last year, the Law Institute graduated 41 cadets and 46 students. Thirty-eight students were admitted. Additionally, ninth-grade graduates are now eligible for admission. They can pursue secondary vocational education in the fields of "Law Enforcement" and "Jurisprudence". This year, the institute will begin recruiting students for the course "Information Technology Security in Law Enforcement".
The junior link in the law enforcement education chain is the Cadet Corps. 44 students received their RCC certificate last year. They were succeeded by 47 incoming cadets: 25 girls and 22 boys. It was noted that there was a two-person competition for admission. A total of 150 cadets are currently studying. The institution has graduated 554 people over the 23 years of its existence.
The Republican Educational and Training Complex named after Makarenko serves an important social function. Eighteen teenagers live and study at the Republican Educational and Training Complex. Numerous cultural, educational, and recreational events are organized for the children in addition to the educational process. There were 66 field trips last year.
As for social significance, another apartment building for the families of militia officers was commissioned during the reporting year.

Social surveys conducted in April and November showed that 76% of respondents across the republic rated the work of the militia departments as satisfactory, reported Andrei Barabash.
Vadim Krasnoselsky is generally satisfied with the activity of the PMR Ministry of Internal Affairs last year. The PMR President stated this after listening to the report, speeches, and discussion portion of the meeting, and offering his recommendations. Vadim Krasnoselsky recalled that, the agency was headed in the 2025 reporting year by Vitaly Neagu, who became Deputy Chairman of the PMR Government in January 2026.
Among the areas highlighted by the President is the "Safe City" system. He considers it necessary and effective. Cameras recorded more than 153000 traffic violations in 2025. Fines for these violations exceeded 8 million rubles. Vadim Krasnoselsky noted that all funds collected go to the budget. The President considers it would be appropriate to allocate some of this money for the system's development. He recommended installing information boards at the entrances to populated areas informing residents that video recording of violations is being conducted within the city (village). This would eliminate the need for installing appropriate signs within the coverage area of each camera.
Regarding traffic violators, the President insists that vehicles are a source of increased danger, and legal regulation in this area must be fundamental. Vadim Krasnoselsky emphasized that imposing only fines will not improve the situation on the roads. Drivers who systematically violate the rules and endanger not only themselves but also other road users must face stricter measures. The head of state urged the Ministry of Internal Affairs and the Supreme Council to further improve the legislative framework in this area.
The President spoke about ensuring fire safety in enclosed spaces where large gatherings of people occur. The presence of emergency exits is essential.
Another problem facing modern society is drug addiction. Vadim Krasnoselsky pointed out that while plant-based drugs were previously more common, 90% are now synthetic, imported ones. The PMR President cited 16 cases of prevented smuggling of "salt" and similar substances into the country, and urged continued preventative efforts and intensified measures to prevent drug imports, in cooperation with the State Customs Committee, the Ministry of State Security, and other agencies.
Vadim Krasnoselsky touched on the topic of training law enforcement personnel, supporting the introduction of new specialties. He mentioned among other things the usefulness of training specialists in information security and forensic examination.
Concluding his speech, the President thanked the personnel of the PMR Ministry of Internal Affairs for their service, wishing each one a sense of their usefulness to society and, most importantly, to return to their families safe and sound.
