The President recognized the prosecutor's office activity in 2025 as satisfactory

February and March – the period when ministries and agencies review the past year's results and develop plans for the current year (the plans are developed taking into account the objectives set by the President in his Address to the State Authorities and Government). Traditionally, departmental board meetings are held during this period, attended by top government officials. Today, the President participated in an expanded Board meeting of the PMR Prosecutor's Office. The meeting was held online. The PMR Prosecutor Anatoly Guretsky delivered a report. The head of the main oversight agency emphasized that the purpose of the meeting was not simply to record statistical indicators, but to provide a fundamental assessment of the effectiveness of prosecutorial activities in upholding the law, protecting citizens' rights, and protecting state interests. The speaker noted that work in 2025 was conducted amid changing law enforcement practices and increasingly complex oversight tasks, while immediately noting that  the prosecutor's office fulfilled its functions during the reporting period. There are problem areas, and the head of the agency paid particular attention to them. The report described many specific situations, providing examples of violations and measures taken to address them and prevent similar occurrences in the future.

It was reported among other things that 849 violations of human rights and freedoms were identified during the year based on complaints and scheduled inspections (210 fewer than in 2024). At the insistence of the President, monitoring activities regarding compliance with legislation on citizen complaints will be conducted every six months starting in 2023. The overwhelming majority of heads of government agencies, departments, institutions, and organizations personally reviewed complaints addressed to them, as required in the 2025 reporting year.  However, other violations in this area are still quite common: 456 cases were identified during the year.

266 violations were identified in the area of ​​oversight of compliance with citizens' labor rights, 193 of which involved improperly formalized employment relationships. Anatoly Guretsky emphasized that such violations are not a one-time issue, but rather have negative consequences, impacting citizens' pensions and tax revenues.

The prosecutor's office issued 208 orders to collect arrears totaling 2.8 million rubles in the area of ​​wages in 2025.

63 violations were identified in the housing sector. This is 44 violations more than the previous year. This increase is due to a scheduled inspection of the use of state and municipal housing stock conducted during the reporting year. The prosecutor's office concluded that proper oversight is ensured only in Grigoriopol District.

Anatoly Guretsky, describing the state of oversight over investigations and inquiries, noted a decline in the number of crimes. He stated that 2583 crimes were recorded in 2025, the lowest figure in the last 22 years. While there are positive factors contributing to the reduction in the number of documented offenses, there are also negative ones, according to the PMR Prosecutor. He focused on identifying and eliminating them.

He discussed the persistent problem of the significant number of acquittals. Last year, 17 defendants were acquitted out of 1180 criminal cases reviewed by the courts, indicating shortcomings in the investigative bodies. Anatoly Guretsky recalled that the President has already instructed the development of a mechanism for holding accountable those whose improper performance of official duties led to the poor preparation of case materials. The President considers that the costs of compensating an acquitted citizen for damages should be borne not by the state, but by the official who negligently performed their duties. This is a fair and disciplinary measure, Vadim Krasnoselsky emphasized. A meeting on this issue will be held soon.

Positive progress has been made in ensuring reasonable timeframes for criminal proceedings, the PMR Prosecutor stated. Previously, the President repeatedly emphasized the unacceptability of delays in criminal proceedings. This requirement remains in place. Oversight remains with the Prosecutor's Office.

Another aspect related to instructions of Vadim Krasnoselsky is the functioning of the parole mechanism. The system is functioning and improving. Thanks in part to the institution of parole, the number of people serving sentences in prisons has decreased by 3.6 times over the past nine years. The country's leader emphasized that a sentence in the form of restriction of freedom is not "revenge" on the part of the state for an unlawful act committed by an individual, but a measure necessary to isolate an individual who poses a danger to society. Anatoly Guretsky noted in his report that the number of people released on parole in 2025 will be significantly lower than in 2024. However, this is due to the amnesty carried out in the republic last year.

School violence was among the topics addressed by the President during the board meeting. The prosecutor's office will exercise special oversight in this area. Instructions were given to strengthen oversight of environmental law enforcement, including in relation to quarry reclamation and the maintenance of solid waste collection and storage sites.

Speaking generally about the activities of the prosecutor's office, Vadim Krasnoselsky emphasized that this agency is the guarantor of the rule of law. The President noted that he always relies on the prosecutor's office in his work. He urged everyone to remember an important principle: in any controversial situation, it is necessary to side with the citizen. Vadim Krasnoselsky said he had participated in the work of the PMR Prosecutor's Office Collegium at least twenty times, noting that the reports and discussions were informative, rich, diverse, and productive. The President estimated the PMR Prosecutor's Office's performance in 2025 as satisfactory.
