29 Jan., 2026, 17:40To the Ministry of Internal Affairs. Continue the series of measures to further develop the "Safe City" video surveillance system. I draw your attention to this point. It is extremely important. Both the Supreme Council and the Government of the Pridnestrovian Moldavian Republic, of course, should be involved in its implementation. The Ministry of Internal Affairs is the one responsible for this. This is crucial in the current situation. This opportunity gives us an additional chance to identify and prevent the terrorist threat in Pridnestrovie.
Continue upgrading official fire department vehicles with modern specialized equipment within the framework of the previously approved target program. In principle, this is being done. It must be continued. This is people's lives. This cannot be neglected under any circumstances.
Monitor traffic to identify the most dangerous areas and intensify efforts to eliminate the causes of accidents. I appeal to the employees of the Ministry of Internal Affairs and state administrations. Pay attention to pedestrian crossings. Some pedestrian crossings, and this applies to all cities and districts, are overgrown with vegetation, especially bushes. People stand on the crossing not only in the evening but even during the day, completely invisible to drivers. Therefore, everything must be brought into compliance to ensure the safety of all road users—both drivers and pedestrians. Of course, we must constantly work with the Supreme Council to improve the legislative framework for traffic enforcement and penalties for those who systematically violate.
Continue to improve mechanisms for informing the public about the dangers that arise during emergencies. Conduct training for officials from state authorities, local governments, and organizations in civil defense duties.
To the Fire Department of the Ministry of Internal Affairs: inspect all public gathering places, primarily entertainment venues, for life safety. You see a lot of information: fires, people dying, and so on. Even, let's say, in advanced countries. And why all this? Negligence. Basic human negligence. The materials are fire-hazardous, there are no exits, and so on. All of this must be strictly monitored and checked. If there are any violations, close the establishments until all deficiencies are corrected. That's my instruction. Perhaps, please, check with the prosecutor's office. Whatever you like. We could involve public oversight – the ONF. These are people's lives.
Organize and conduct a series of lectures in educational institutions in Pridnestrovie on combating the illegal trafficking of narcotics and psychotropic substances, and on the types and measures of liability stipulated by law. This is important. By the way, both the ONF and deputies of the Supreme and local Councils can be involved in this task. What's the point? I've already tasked the Ministry of Internal Affairs with having its Juvenile Affairs Department officers and operational officers conduct a series of lectures in schools, requiring signatures indicating notification of the penalties for illegal drug trafficking. I sometimes encounter such situations when I read letters from citizens. They arrest 16- and 17-year-olds for drug trafficking, thinking they're making money from it. And then, of course, there are the grandparents, moms and dads, all of them deserving of their right to be known: we didn't know, they didn't know. How could they not know? So they should know – with a signature. If they're an adult, they personally sign that they've read the penalties for drug trafficking. It's all in writing, in a journal. If they're a minor, the parents sign. This is also a preventative measure. The penalties for drug trafficking are very harsh. Honestly, our courts can sentence people for murder less in prison than for drug trafficking. You see? Here's a young man, a fool by and large, figuratively speaking, 17 years old, and he gets 10 years, you see? That's it. Of course, prevention is very important here; it's needed, absolutely essential.
Next. Implement a digital model for the Ministry of Internal Affairs' operations based on statistical analysis of empirical data from research, development, and technological work.
Introduce a new specialization, "Information Security in Law Enforcement," at the Tiraspol Law Institute.
Continue the development and digitalization of the "Anti-Bull" system in educational institutions of Pridnestrovie. I've already spoken about this "anti-bully". It's simply violence. School violence. I won't touch on that topic now. By and large, the Ministry of Internal Affairs knows its task. When I set the task for the Ministry of Education, I will definitely elaborate on it. Looking ahead, I will say that we need to engage the Black Sea Cossack Host, the defenders of Pridnestrovie, the All-Russia People's Front, the public, city and district council deputies, and the Supreme Council as well. This is our common problem. We must solve it together.
