Presidential Address, "Political Self-Sufficiency", Tasks for the Ministry of Defense of the PMR (Transcript)

Ministry of Defense of the Pridnestrovian Moldavian Republic. I want to point out the level of development of the Ministry of Defense over the past nine years before setting the tasks. It is a completely different structure than what was once represented in Pridnestrovie. This includes discipline, order, organization of the workday, student education and service, and the absence of hazing. We'll touch on this later. The word "bullying" is a made-up word. It's simply violence. Violence against one's neighbor. Violence is not a social phenomenon, but the failure of specific officials. When we discuss education and the work of the Ministry of Internal Affairs, we will definitely touch on this. If we have overcome hazing in the armed forces, I assure you, it can be done anywhere. Not just in the education system. Absolutely everywhere. So, the modern armed forces aren't forced labor; they're a chance to learn something no one can teach you anywhere, not even on the internet. A year of compulsory service. A young man acquires skills during this year. What skills? Skills in simply digging a trench for defense. Skills in using firearms. Skills in countering and using modern weapons of modern warfare. Skills in ultimately preserving one's life, completing a combat mission, protecting one's neighbors, and defending the state. Nowhere else but in the armed forces can you fully acquire this. Therefore, dear colleagues, so you understand the nature of the armed forces: it is a school of life, truly a school of life, where they also feed, clothe, and, of course, teach.

If we're talking about the training cycle, of course, we can single out the Suvorov Military School as an institution for obtaining a complete secondary education, which fully imparts all the skills to our young men, starting in the fifth grade, that is, from the age of 11. Of course, the military institute. Essentially, a completely new educational institution, which, of course, needs to be equipped with the necessary training facilities and personnel.

Now we turn directly to the tasks of the Ministry of Defense. Continue work aimed at strengthening and developing the Ministry's military, technical, and personnel potential. To this end, focus our efforts on the following: Increasing the readiness of troops to perform their assigned missions and further professional growth for all categories of military personnel. Improving the level of coordinated combat operations within military command bodies and inter-staff relationships. Developing commanders' solid skills in leading subordinate units and subunits in conditions as close as possible to combat reality. Introducing new elements into training methods and troop deployment techniques based on the analysis of modern armed conflicts, new perspectives, and technologies in the field of operational art and tactics. Developing the military education system and improving personnel policy. Continue implementing measures aimed at maintaining the proper level of material and technical equipment of military units and subunits of the Armed Forces of the Pridnestrovian Moldavian Republic. Ensure timely and complete maintenance of casern and housing facilities – buildings, utilities, and equipment at military camps, ensuring they are kept in good working order. This has largely already been accomplished, but it definitely needs to be supported. Continue efforts to improve the morale of personnel and the level of military-patriotic education among service members, youth, and the younger generation.
