Status of the Security Council won't be captured in the legislation

Tiraspol, 3 February. /Novosti Pridnestrovya/. MPs rejected the bill designed to capture the status of the Pridnestrovie's Security Council in the legislation. 33 MPs out of 43 ones voted against it.

A number of MPs consider this bill to enhance the power in the hands of a single person. At the same time, it was noted that the President, according to the Constitution, has an exclusive right to take measures for protection of the republic's sovereignty, its independence and territorial integrity anyway.

Other representatives of parliament consider that it's not necessary to fix the status of the Security Council in the Constitution. For example, MP Oleg Vasilaty offered to take a security advice from the people.

«Because an entire republic is one big security council, and any teenager can give advice about it," the MP told.

The bill was designed to capture a President's legal right to assemble and direct the Security Council. As the Minister of Justice Olga Zvarych explained at the meeting of the Supreme Council, such mechanism works successfully these days, however its activity is regulated by non-legislative acts.

Adoption of the bill, according to Olga Zvarych, will increase the status of the Security Council and will bring these norms into accordance with the legislation of Russia. Besides, in the view of foreign political turbulence, specification of the status of the Security Council at the legislative level is reasonable.

The minister also emphasized that, according to the Constitution, the President is the head of state, the guarantor of the constitution and the commander-in-chief. The President has an exclusive right to take measures for protection of the republic's sovereignty, its independence and territorial integrity. Consequently, as the Ministry of Justice notes, it makes sense to capture the status of the successfully functioning Security Council as an advisory body at the President in the Constitution.

However, as it was noted, legalization of the Security Council's status at the constitutional level won't require extra financing.

Nevertheless, these reasons were rejected by most of the parliamentarians.

It's important to note that the Security Council of the PMR also worked at the time — between 1995 and 2000, and also during 2008−2009. The Security Council was created as an advisory body at the President again in 2012.
