Pridnestrovie's SCC reduces customs duties

Pridnestrovie's State Customs Committee (SCC) announces changes in the types and rates of customs duties, the committee's official web site reports. The amendments shall come into force on 22 May 2015.

Joint Order № 73/39 of 4 March 2015 by the SCC and the Ministry of Economic Development reduces the amount of the duty charged by customs authorities for informing customs stations on permitting documents available when importing goods that are subject to phytosanitary, veterinary and sanitary control, pesticides, agricultural chemicals, as well as explosives and poisonous agents. This duty (payment for transferring information by means of electronic systems and communications facilities of the SCC) will be reduced by a factor of 3.5 and make 15 PMR roubles.

The changes have also affected the procedure of placing goods for safe custody. Considering the development of the system of temporary storage warehouses (TSW) in Pridnestrovie and with the purpose of enhancing customs procedures, the order provides for a separate duty for storing cargoes at temporary storage warehouses owned by Pridnestrovie's customs authorities. The amount of the duty is 0.2% of customs duty per day. These warehouses offer special conditions for storing goods, loading/unloading and weighing equipment, etc.

The SCC clarifies that at present the temporary storage warehouses function in the operation area of the Tiraspol customs office and initially the innovation will concern the foreign trade agents cooperating with this division.

In the event a cargo is placed for safe custody at other SCC warehouses (except for TSW), the existing duty will be applied for 0.1% of customs value per day. This refers to the cargoes declared at Bendery, Dubossary and Rybnitsa customs offices.

Another change concerns the procedure of issuing permissions for special order of declaring. The joint order introduces a duty for issuing permissions to use a special procedure of declaring. It amounts to 1,427.20 PMR roubles.

In addition, as part of communication services provided by the SCC (in compliance with Pridnestrovie’s customs code), the following tariffs are introduced:

— tariff on informing and issuing document copies submitted for customs clearance (it makes 0.7 PMR roubles per page);

— tariff on informing on demand of economic agents and issuing certified document copies from the archive — 3.20 PMR roubles per page;

— tariff on informing by submitting foreign trade customs statistics — 70 roubles per customs commodity code.
