ACCREDITATION OF FOREIGN MEDIA REPRESENTATIVES IN THE PRIDNESTROVIAN MOLDAVIAN REPUBLIC   Dear Colleagues, Foreign journalists wishing to work in Pridnestrovie need to obtain the accreditation at the State Service of Communication, Information and Media of the PMR as per the Act of the PMR ¹ 263-3-111 2003 "On mass media". For additional information, please call: (+373 533) 8-24-97, (+373 533) 8-24-97, 8-20-04.   Please be advised that the procedure for accreditation has been amended.   REGULATIONS FOR THE ACCREDITATION OF FOREIGN NEWSMEDIA JOURNALISTS AT THE STATE SERVICE OF COMMUNICATION, INFORMATION AND MEDIA OF THE PRIDNESTROVIAN MOLDAVIAN REPUBLIC:   1. Types of accreditation   1. There are two types of press credentials issued to foreign media journalists in the Pridnestrovian Moldavian Republic: a) permanent, valid for up to one year, granting the right to renewal of accreditation for journalists permanently residing in the Pridnestrovian Moldavian Republic or temporarily residing (seconded) for a stated period; b) temporary, with specific dates, which is issued to journalists for the period of their stay in the Pridnestrovian Moldavian Republic to cover time-bound events or to replace journalists holding long-term accreditation in the event of vacation, illness, or assignment to another country. Accreditation is extended upon receipt of the written request of media editorial office. Reaccreditation of journalists is carried out in accordance with the amendments to the Rules of accreditation or in the case of establishing new types of accreditation certificates. 2. Order of accreditation 3. A written request (application) should be completed on a standard form signed by a mass medium chief (owner) (e-mail applications should be sent as *.JPG (*.JPEG), *.BMP, *.TIFF files) indicating: a) the full name of the media, its specialization (political, economic, social, cultural, sports, etc.), editorial office's location, distribution area, postal address, editorial phone, fax, electronic contacts (if available) – e-mail, ICQ, VoIP etc.; b) family and first name, patronymic, (if applicable) and professional activities of the journalist applying for accreditation; c) the purpose of editorial mission; d) term of accreditation. Two photos of the journalist to be accredited (3õ4 cm) should be attached to the application (MANDATORY). 4. Application should be submitted to the Head of State Service of Communication, Information and Media, and may be forwarded to the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic to the address of Tiraspol, Pravdy str 31, fax (+373 533) 8-20-17 or by e-mail ... not later than twelve (12) working days before the first date of accreditation specified in the application. 5. Application to the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic shall be considered as accepted upon its registration by the Administration Office at the State Service of Communication, Information and Media. 6. Accreditation application, completed with a violation of the requirements of these Regulations, shall be returned to the editorial office within 2 (two) working days from the date of registration indicating the reasons for the return. This circumstance does not deprive the medium editors of the right to re-file the properly drawn up statement. 7. The State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic shall preprocess the properly filed application within 4 (four) working days upon its receipt. Accreditation shall be denied in the event of presenting fraudulent information in the application. 8. The preprocessed application shall be approved by the Ministry of Foreign Affairs of the Pridnestrovian Moldavian Republic within four (4) working days. 9. In the case of response from the Ministry of Foreign Affairs of the Pridnestrovian Moldavian Republic with the "Approved" substantive provisions within four (4) working days of the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic shall proceed with granting the accreditation. The receipt of response from the Ministry of Foreign Affairs of the Pridnestrovian Moldavian Republic with the "Not approved" substantive provisions is grounds for denial of accreditation. 10. The decision on permanent accreditation shall be finalized by the resolution of the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic. 11. The State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic shall inform the editorial office of foreign medium-applicant not later than 2 (two) days before the initial term of accreditation stated in the application. In order to speed up the process of obtaining accreditation the medium's editorial office may be informed by the phones indicated in the application. Denial of accreditation is issued in the form of a letter signed by the Head of State Service of Communication, Information and Media, stating the reasons and grounds for refusal. 12. The approved journalist is issued a certificate of accreditation from the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic. The journalist shall personally receive his / her accreditation certificate; upon receipt an appropriate entry is made in the accreditation certificates registry. The accreditation certificate indicates the following: a) the number of the permit; b) date of issue; c) legal name of the media; d) full name (initials) of the accredited journalist; e) term of accreditation. Accreditation certificate shall be signed by the Head of State Service of Communication, Information and Media and certified by the official stamp of the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic.   3. Termination and withdrawal of accreditation.   13. Accreditation shall be terminated in the event of the following circumstances: a) termination or suspension of the media; b) termination of employment or other civil relations of the accredited journalist to the media editorial; c) revocation of the accredited journalist by the media editorial; d) expiration of accreditation. 14. In the event of termination of employment or other civil relations to the medium's editorial or journalist's revocation as per the decision of the medium's editorial board, the editorial is obliged to notify in the writing the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic, whereupon the journalist's accreditation is terminated. The medium's editorial is eligible to apply for accreditation of another journalist upon the return of previously issued accreditation certificate. 15. The journalist may be deprived of accreditation, if he / she or the editorial office violated the accreditation rules or disseminated false information discrediting honor and dignity of the organization that had issued the journalist accreditation, which was confirmed by a valid court order. 16. In the event of a decision to deprive the journalist of his / her accreditation, the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic within four (4) working days shall publish a notice in the newspaper "Pridnestrovie" to the effect that the accreditation certificate, registered for the specified number shall be deemed null and void. 17. The journalist, stripped of accreditation must return his / her accreditation certificate to the the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic within two days upon receipt of written notice from the the State Service of Communication, Information and Media of the Pridnestrovian Moldavian Republic on the withdrawal of accreditation. 18. Re-accreditation of the journalist, stripped of accreditation in accordance with paragraph 20 of these Regulations shall not be permitted. 19. The decision to deny or withdraw accreditation may be appealed in court in accordance with the established legal procedures of the Pridnestrovian Moldavian Republic. Upon arrival in the city of Tiraspol (Pravdy str 31, SSCIM), the journalist shall be issued a standard accreditation card that is valid throughout the Pridnestrovian Moldavian Republic with the exception of special facilities, for visiting which relevant authorities' approval is required.
